FOI - Swedish Defence Research Agency is looking for a Lawyer specializing in Total Defence and Security

FOI, the Swedish Defence Research Agency, is one of Europe's leading institutes for applied research in defense and security. FOI is an authority under the Ministry of Defence and our task is to conduct research, method and technology development, as well as investigation work for total defense and in support of disarmament, non-proliferation, and international security. The activities are carried out on behalf of primarily the Government Offices, the Swedish Armed Forces, the Swedish Defence Materiel Administration (FMV), and the Swedish Civil Contingencies Agency (MSB). At FOI, we have about 1400 employees, of which over 1000 work directly with research and development. Our expertise covers the entire field from natural science and technology to social and political science.

About the position

Here you work with total defense and Swedish security, which includes national and international security, military defense, civil defense, and crisis preparedness. This means that you research issues related to Swedish total defense, administration, business, and civil society.

FOI is largely a commission-funded authority, and therefore you have an active role in shaping research projects in dialogue with clients. You also work on research projects funded by appropriations and have the opportunity to seek funding from external research financiers for self-initiated research projects. You support decision-makers in translating research results into practically feasible processes and methods, as well as improved inter-agency cooperation. Your results are usually delivered in written form, but your duties also include leading seminars and workshops and giving presentations.

About the unit

Together, our employees in the Defence Analysis department form a unique analysis organization with a wide range of experiences and academic disciplines. The department is characterized by the ability to combine analysis and research to interdisciplinary identify, describe, and solve complex problems. Several of our researchers and analysts work integrated with our clients to support various investigative and planning work. Our main clients are the Ministry of Defence, the Swedish Armed Forces, and MSB. We contribute to better mutual understanding among the actors of total defense and to strengthening society's ability to meet future challenges.

Do you have the skills profile we need?

Requirements for the position are that you:

  • have a PhD in public law, international law, or another area relevant to total defense and security, such as focusing on constitutional law, EU law, administrative law, municipal law, international humanitarian law, or international investment law. Alternatively, you have a law degree or equivalent and at least five years of work experience in qualified legal work.
  • are an experienced writer and have a documented ability to adapt written presentations to different target groups
  • are proficient in Swedish and English both in speech and writing
  • are interested in working in an interdisciplinary environment
  • can lead research and study activities

You are self-reliant and take responsibility for your work, which you carry out in a structured manner to deliver requested results on time. You are a team player and enjoy building bridges between different stakeholders and perspectives. You have a very good analytical ability, can take into account several different perspectives, and make balanced assessments so that our clients receive the best possible decision-making basis. You are adaptable to new roles and changing circumstances. You approach tasks with integrity and a well-founded ethical approach. We attach great importance to your personal qualities.

The position is a permanent employment with the possibility to discuss part-time. The employment may commence with a six-month probationary period.
