The Swedish Armed Forces are growing, and the agency's various appropriations are increasing. The Materiel Division within the Defense Staff at the Swedish Armed Forces Headquarters is now seeking a Planning Area Manager for Research and Technology Development.
The overarching task of the Defense Staff is to support the Supreme Commander in handling and preparing matters at the military strategic level, and to ensure that decisions made by the agency's management are implemented, followed up, and reported back. The Defense Staff is also responsible for translating the government's direction of the Swedish Armed Forces into strategic plans and for directing the chiefs of the defense branches and combat forces. Research and technology development is a central part of this work.
About the Division
The Materiel Division within the Defense Staff at the Headquarters has operational responsibility for coordinating the Swedish Armed Forces' material supply, as well as operational responsibility for orders under the appropriation for Research and Technology Development. Your position is located in the Planning, Monitoring, and Evaluation section.
The Position
The position offers a varied and challenging job. You are an integrated part of the Swedish Armed Forces' research organization by production-managing research and technology development assignments that contribute to the defense's future capabilities. You are part of a comprehensive operation that requires systematicity, reliability, and the ability to switch between detailed focus and a holistic view. The position requires the ability to solve tasks both independently and in teams. You will manage and develop methods, routines, and support systems, and support the research organization and its processes during a time when the Swedish Armed Forces' growth generates change.
The duties include planning and monitoring the Swedish Armed Forces' combined portfolio of the appropriation for research and technology development assignments through production monitoring of external suppliers, with a focus on economic forecasting and delivery fulfillment.
Main Responsibilities
- Plan the appropriation for Research and Technology Development, conduct production monitoring, perform analyses, and prepare economic forecasts.
- Prepare basis for plans, decisions, and reports, such as the Swedish Armed Forces' annual report and implementation plan.
- Communicate with various levels within the Swedish Armed Forces as well as the research organization's internal and external suppliers.
- Develop methods and working practices within the defense agencies' research and development activities.
- Conduct request for proposals, orders, and monitoring of assignments within the appropriation for research and technology development.
Requirements
Qualifications
- Relevant academic degree at least at bachelor's level, technical, economic, or social science orientation, or alternatively relevant education combined with experience that the employer considers equivalent.
- Several years of current and relevant experience in planning, monitoring, analysis, or business management.
- Good ability to express yourself in speech and writing in both Swedish and English.
- Good knowledge of the Office package, primarily Excel and Word.

Merits
- Relevant experience within research.
- Experience in economic administration.
- Experience in analysis, development, or improvement work.
- Good proficiency in handling the Swedish Armed Forces' support system PRIO (SAP).
- Experience working at the Swedish Armed Forces or another government agency.
- Knowledge of the Swedish Armed Forces' organization, processes, operations, and economic systems.
- Valid driver's license for passenger car.

Employment Type: Civilian, permanent position starting with a six-month probationary period.
Workload: Full-time.

The Supreme Commander and the Director General are located at the Headquarters. The Headquarters has approximately 1,000 employees – both career officers and civilian experts. As of 2023-01-01, the Headquarters consists of the Defense Staff, the Operations Command, the Military Intelligence and Security Service, as well as the Headquarters' Staff Division and independent units for supervision.
An employment with us involves placement in a security class. Swedish citizenship is usually required. Security clearance with register check will be conducted prior to employment according to Chapter 3 of the Security Protection Act. Employment entails an obligation to be mobilized in wartime.
