The Health and Care Administration is responsible for the municipality's elderly care, healthcare, authority activities, commissioning of services, and provides care and support in its own operations. Your responsibilities

As an HR consultant specializing in recruitment, you contribute to ensuring that the right competence is in place within our operations. Through your work, you create the conditions for quality and security for both users and residents of Linköping.

The assignment involves planning, driving, and following up on recruitment processes within the Health and Care Administration and the Social Services Administration. This primarily includes care-related positions such as assistant nurses, support assistants, housing support workers, and licensed personnel. You are responsible for both complete recruitment processes and parts of processes, which means recruiting for permanent positions, fixed-term contracts, and short-term substitutes. You work independently in your processes but will also collaborate with your colleagues in the work group.

You apply competency-based recruitment to identify candidates who best match the needs and requirements of the operations. The role involves close collaboration with hiring managers, where you are expected to provide consultative support and clear communication. As part of the administration's strategic work environment efforts, the role also includes monitoring absenteeism among hourly substitutes through follow-up conversations.

You will be part of the development work we do, both by developing and quality-assuring new routines and processes, and in the ongoing work to establish new ways of working forward. We are constantly working on improvements regarding quality and efficiency to become as good a support to our managers as possible.

Your workplace

You belong to the Staffing Service unit, which from January 2026 is a merger of the former Practice, Introduction and Recruitment (PIR) and Staffing Service.

Staffing Service is located within the Health and Care Administration and provides support to both the Health and Care Administration and parts of the Social Services Administration. The unit is responsible for recruitment, employment, follow-up, and administration.

The work group consists of HR consultants and administrative staff who work closely together and share a common responsibility for supporting the operations in their assignments. Collaboration takes place daily both within the unit and with managers in the operations.

We are located centrally in Linköping, and working hours are during the day with flexible time arrangements.

Who you are

You have a degree from an HR or Personnel Administration program or another academic degree that the employer considers relevant. You need to have experience of recruitment, and it is meritorious if you have experience of competency-based recruitment and work psychological tests. Good Swedish in speech and writing, as well as good computer skills, are required for the position.

You are relationship-building and have the best interests of our managers and operations in focus. As a person, you are self-starting, take responsibility for your processes, and structure your approach to drive processes forward. You have the ability to plan and prioritize your work to achieve our goals and adapt easily to changing conditions. You see opportunities in changes.
