Job Description
Do you want to work in HR within an organization that makes a real difference and is currently expanding? At the HR department of Statens institutionsstyrelse, we work strategically and closely with operations to support and develop a growing organization, focusing on leadership, employee engagement, and long-term competence supply.
We are looking for a specialist in labor law within a public sector context. In this role, you will work across the agency and report to the Head of the Labor Law and Payroll Section. You will work continuously in close collaboration and dialogue with the agency's negotiation manager, HR partners, and HR generalists at our care homes, as well as directly with managers within the agency when necessary.
Your main responsibilities will include:
- Providing advice and support to managers and HR colleagues on labor law issues.
- Guiding managers and HR colleagues on our central and local collective agreements.
- Continuously monitoring current legislation and practice in the field.
- Promoting a uniform interpretation and application of labor law and collective agreements within the agency.
- Working to increase knowledge and capacity within the organization to handle labor law and collective agreements in a uniform and correct manner.
- Ensuring relevant and updated processes and documents within the labor law area.
- Investigating and following up on labor law substantive issues.
- Working continuously on assigned negotiations and discussions on behalf of the negotiation manager.
- Conducting various types of investigations.
- Developing information materials and conducting information sessions.
- Supporting managers and HR partners in preparing PAN (Police Authority Notification) reports.
- Collaborating closely with the Legal Department's PAN office.
- Substituting for the negotiation manager during absence when necessary.
Qualifications
We are looking for someone who has:
- A relevant higher education degree in HR, law, or other education combined with several years of relevant HR experience.
- Several years of current experience in providing support in complex labor law issues within a public sector context.
- Several years of current experience in interpreting and applying various collective agreements.
- Experience working systematically and structurally with knowledge-raising initiatives.
- Experience conducting investigations in labor law substantive issues.
- Good communication skills in Swedish, both verbal and written.

You are challenged and driven by learning new things and improving and developing everything from work methods, documents, and processes to collective agreements and labor market structures.
As a person, you are secure, stable, and have good self-awareness. You stand firm in your HR competence combined with a professional and pedagogical approach, contributing with high engagement in driving issues forward. You enjoy working both independently and together with colleagues to achieve the goal of equal, legally secure, and efficient HR support.

Employment
The position is a permanent full-time employment starting with a six-month probationary period. Start date by agreement.
