We are looking for an experienced emergency preparedness officer who wants to contribute to developing the Swedish Environmental Protection Agency's work on emergency preparedness issues and its role as a preparedness authority. You will work together with engaging colleagues and help drive development towards a resilient and sustainable society. As a preparedness authority, we currently focus primarily on sewage and waste management, but other operations within the agency may also be relevant to total defense.

The Preparedness and Security Unit currently has nine employees and is responsible for driving, developing, and coordinating the Swedish Environmental Protection Agency's security and preparedness work. The unit's mandate includes crisis preparedness, civil defense, and continuity planning, as well as driving and coordinating the agency's internal and external preparedness work. The unit is also responsible for both security protection and operational protection.

We are in an exciting phase of development and are looking for you who are motivated by change and want to contribute to strengthening the Swedish Environmental Protection Agency's internal security and preparedness work, as well as our role as a preparedness authority.

 

Your responsibilities

 

As an experienced emergency preparedness officer, you play a central role in developing the agency's capabilities within crisis preparedness, civil defense, and preparedness within our area of responsibility.

Your task is to both develop the agency's own capabilities and to work towards increasing the capabilities of socially vital operations within our area of responsibility, making them robust in the face of crisis and war. You will be involved in issues related to identifying and concretizing tasks and areas of responsibility for the agency, linked to the agency's responsibilities before, during, and after heightened readiness, as well as in connection with peacetime crises. You will develop working methods related to both capability development and preparatory planning, and support various parts of the operations in their preparedness work regarding civil defense and peacetime crisis management.

The work includes the development of working methods, planning, and support within civil defense and peacetime crisis management. You contribute with method development, training, exercises, and workshops, and participate in internal and external collaboration.

The role involves close collaboration with colleagues, other agencies, county administrative boards, municipalities, and private actors. Therefore, you need to be good at building relationships, driving dialogue, and finding safe and effective solutions.

Since the agency's preparedness and security work is under development, you thrive in switching between strategic and operational tasks. The role offers good opportunities for competence development and broadening your experience in the preparedness and security field.

Your qualifications

Requirements for the position

  • Relevant university education or other higher education combined with several years of experience from preparedness work that the agency considers equivalent,
  • Several years of experience working with preparedness issues at a state agency,
  • Experience of working with analyses, planning, and capability-enhancing measures in preparedness issues, e.g., establishment of wartime organization as well as staff work or staff methodology, and
  • Experience in formulating high-quality written materials.

Meritorious

  • Experience working with preparedness issues at a county administrative board or within a municipality or region.
  • Good knowledge of environmental issues and issues regarding steering instruments within the area of environmental policy,
  • Experience of working with legislative preparedness or administrative preparedness,
  • Experience of drawing up and maintaining routines, plans, and instructions in relevant areas,
  • Experience of project management or a coordinating role,
  • Good knowledge of relevant legislation and regulations in the preparedness and security field, and
  • Experience of conducting exercises, training, and workshops, preferably within the preparedness and security field.

About the position

The position is a permanent full-time employment. The placement is in Stockholm. The position is classified in the security class. This means that a security investigation and register check will be conducted before employment. Requirement of Swedish citizenship applies for this position. Earliest possible start date according to agreement.

The Swedish Environmental Protection Agency wants to offer a flexible way of working through the possibility of remote work up to 50% of working hours. We strive for an efficient operation and a sustainable working life.

We apply a six-month probation period.
