The Social Services Administration in Haninge Municipality is responsible for individual and family care as well as support and services for people with disabilities.

The support staff is the hub for strategic and process-oriented support within the administration. Here, specialists work in areas such as law, quality, business development, economics, and contracts. Together, we develop working methods, strengthen governance and follow-up, and create conditions for operations to provide residents with a legally secure and high-quality service.

We are now looking for a temporary contract controller with a focus on welfare crime – a key person who wants to contribute to a secure, sustainable, and legally secure welfare system.

About the role

As a contract controller, you have a strategic and operational assignment focused on preventing, detecting, and counteracting welfare crime, unfair competition, and unreliable suppliers. You are the administration's specialist in the contract area, and through analysis, collaboration, and a consultative working approach, you contribute to strengthening the quality of our purchases and contracts and ensuring that public funds are used correctly.

You work closely with managers, placement coordinators, and other specialists throughout the administration and become an important partner in matters concerning contracts, follow-up, and development.

Responsibilities

In the role, you will, among other things:

  • Analyze framework agreement adherence, purchasing patterns, and other statistics to identify areas for improvement
  • Develop and coordinate the administration's work with procurement, purchasing, contract follow-up, internal control, and preventive work against welfare crime
  • Conduct risk analyses, supplier checks, and contract follow-ups, and identify areas for improvement
  • Provide qualified support and guidance to managers, the administration's placement team, and other operations in matters concerning contracts, processes, procurement, and welfare crime
  • Analyze purchases, contracts, and statistics, and produce reports and decision materials for the administrative leadership and social board
  • Contribute to procurements through requirement setting, follow-up, and development of efficient working methods
  • Drive development work and collaborate with internal and external actors to strengthen quality, legal security, and prevent irregularities.

Qualifications

We are looking for you who have:

  • An academic degree in law, economics, or other education that the employer deems equivalent
  • Experience in qualified work with contracts, contract follow-up, or public procurement
  • Good knowledge of LOU (Public Procurement Act), LOV (Act on Freedom of Choice), contract law, and other relevant regulations
  • Experience in analytical work and producing reports, investigations, and decision materials
  • Experience in driving development work and processes
  • Very good ability to express yourself in speech and writing in Swedish
  • Good digital competence and experience working with various business and analysis tools.

It is meritorious if you have:

  • Experience from social services operations
  • Experience in public procurement
  • Experience in supplier checks and risk analyses
  • Experience in work against welfare crime or other economic crime
  • Experience working in a politically governed organization
  • Knowledge of the Social Services Act, the Benefit Fraud Act, or other relevant legislation.
