R&D Manager for Skaraborg Municipal Consortium

The Skaraborg Municipal Consortium is a collaboration and development organization for the 15 municipalities in Skaraborg. By pooling strength, knowledge, and perspectives, we drive joint development issues that have a greater impact than what each municipality can achieve individually.

Here, you work closely with both political and administrative levels in an environment where dialogue, trust, and shared responsibility are central. We strengthen the municipalities' long-term development capacity and turn joint ideas into concrete benefits.

The work is varied, meaningful, and developmental. The consortium acts as an engine, enabler, and cohesive force in matters where the municipalities need to find joint solutions.

Within the development area of welfare, we work with municipality-wide issues concerning social services, municipal healthcare, and public health.

The new Social Services Act places increased demands on evidence, proven experience, follow-up, and analysis. Therefore, the board of directors has decided to establish a joint R&D unit for the municipalities of Skaraborg.

We are now looking for you who want to lead this work.

RESPONSIBILITIES

As R&D Manager, you will play a key role in establishing a new R&D function for the municipalities of Skaraborg. The assignment has significant strategic importance and involves making research, proven experience, and practice-oriented knowledge a natural part of the municipalities' development work.

You develop structures, working methods, and collaborations that strengthen the municipalities' ability to work systematically with knowledge, analysis, and learning. A key part is building sustainable relationships with universities and other knowledge actors.

The assignment involves bringing together municipalities, academia, and other actors around common challenges and creating forms for long-term collaboration. You lead development and collaboration processes and contribute to ensuring new working methods gain traction.

This is a role with great opportunities to influence direction, working methods, and priorities in close dialogue with the municipalities, colleagues within the consortium, and other partners.

Key responsibilities include:

  • initiating, leading, and coordinating the establishment of the R&D unit together with the municipalities and colleagues at the municipal consortium
  • developing long-term collaborations with universities and other knowledge actors
  • creating structures for how research can be translated into practice and contribute to operational development
  • supporting the municipalities in working with evidence-based methods, follow-up, and analysis
  • facilitating networks and collaboration arenas within the welfare area
  • contributing to identifying common development needs and initiating relevant measures
  • monitoring research, policy, and good examples, and contributing to competence development
  • representing Skaraborg in regional and national contexts related to R&D

QUALIFICATIONS

We are looking for you who have:

  • experience in driving or coordinating development work, projects, or processes
  • experience in collaboration between different organizations and actors
  • experience working within social services or municipal healthcare
  • relevant academic education at least at the bachelor's level
  • experience in research-oriented work or collaboration between academia and practice
  • very good communication and collaboration skills

It is meritorious if you have:

  • relevant academic education at master's or master's level
  • experience in building and developing networks or collaboration structures
  • knowledge of knowledge management within the welfare area
  • doctoral education

You may have your background from, for example, a municipality, region, university, authority, or research institute.

To succeed in the role, you need the ability to build trusting and long-term relationships. You thrive in contexts where many actors need to collaborate and have an aptitude for creating structure and direction in complex environments.

You are proactive and persistent, with the ability to drive work forward together with others. You are open to different perspectives and can adapt your working methods to contexts and needs.

Employment type: Permanent position.
