Do you want to work closely with top management in an organization where development, a holistic perspective, and public benefit are at the center? We are now looking for a development-oriented management strategist who wants to contribute to strengthening and developing value-creating work and its associated impact in the City of Helsingborg. Here, you will work close to the leadership and contribute to structure, quality, and progress in important matters.
About the Workplace
As an employer, the City of Helsingborg has approximately 11,000 employees and 470 managers. The City Administration is one of nine departments and is led by our Deputy City Managers. To carry out our mandate, we are organized into six different divisions. Our department has an important and exciting mission where we exist for others – for colleagues, other departments, city-owned companies, the citizens of Helsingborg, and businesses, to name a few. The City Administration shall:
- Lead, develop, and coordinate the municipality's operations within overarching and common areas.
- Offer services and products requested by the Municipal Executive Board, departments, and companies, including common functions that target the citizens of Helsingborg directly.
- In collaboration with external parties, create conditions for a positive development of Helsingborg.
You will belong to the Leadership Support Staff and work closely with our two Deputy City Managers. We are a unit with high competence, great commitment, and a clear focus on quality, development, and collaboration.
Responsibilities
We are looking for a qualified and development-oriented management strategist who can serve as a strategic and operational support for the two Deputy City Managers of the City Administration.
In this role, you have significant responsibility to independently coordinate, prepare, and follow up on issues and cases – both within the department and in collaboration with the city's other operations and companies. You work close to the leadership and contribute to ensuring high quality in decision-making materials as well as efficient processing and follow-up of cases.
You create structure, progress, and overview in complex matters and contribute to ensuring that the leadership's work is carried out efficiently and with good quality.
The assignment includes:
- Serving as qualified leadership support in a complex and dynamic environment.
- Investigating and analyzing strategic issues and clarifying complex cases.
- Preparing decision-making materials, reports, and presentations.
- Planning, coordinating, and following up on activities before, during, and after meetings.
- Contributing to structure, planning, and follow-up in leadership work.
- Ensuring that processes are coordinated and drive the organization forward.
- Collaborating with key persons in the organization as well as with various support and staff functions.
Qualifications
We are looking for you who have:
- Relevant academic education, for example in political science, economics, HR, law, or equivalent.
- Experience in qualified investigation, staff, or leadership support.
- Very good ability to analyze complex issues and produce well-founded decision-making materials.
- High ability to structure, plan, and independently coordinate work.
- Very good communicative skills in both speech and writing.
- Experience working in a municipal or other politically governed organization.
It is an advantage if you have:
- Experience working close to leadership or political levels.
- Previous managerial or leadership experience.
As a person, we would like you to have a strong analytical ability and be able to navigate complex structures, while also having the ability to turn analyses into concrete and clear proposals. You are structured, solution-oriented, and have a strategic holistic perspective without losing sight of important details. Furthermore, you are proactive and initiative-taking, with the ability to work independently and drive issues forward – even without formal personnel responsibility.
We also see that you have a good understanding of the political and organizational context in which the work takes place. You have a strength in summarizing, clarifying, and creating structure in complex issues, as well as digital maturity and an interest in how development affects the implementation of work. Your way of working is characterized by the mindset: "I want to succeed – I create value – I interact – I lead myself."
Great importance will be attached to personal suitability.
What We Offer

- Opportunity for vacation swapping.
- Health allowance of 3,000 SEK/year.
- Contractual pension and insurance conditions.
