Workplace Description
The Department of Physics at Lund University is looking for a Purchasing Manager.
The Department of Physics conducts world-leading education and research in several different fields. The department is research-intensive, and we conduct both basic and applied research. The Department of Physics is one of the university's largest departments with approximately 420 employees and a turnover of over 500 million SEK.
The department's administration consists of approximately 35 people who support the core operations with services including administration, finance, purchasing, and communication.
We are now looking for a Purchasing Manager with the task of working with direct procurements, contract follow-up, and providing support to the operations in purchasing matters.
The Purchasing Manager will report to the department's administrative manager.

Tasks and Responsibilities
Your main tasks are to take overall responsibility for direct procurements, contract follow-up, and to serve as a support to the operations in purchasing matters. As a government agency, Lund University must follow the Public Procurement Act (LOU).
You will:
- coordinate and execute direct procurements and renewed competitive tenders in the Kommers system in collaboration with, among others, technical specialists in physics.
- support the operations in:
- specification of requirements, scope.
- evaluation, criteria, and process.
- ensuring compliance with current laws (LOU) and internal processes.
- clarifying freight, customs, and delivery terms as well as other standard clauses in contract management.
- drafting contracts.
- participate in purchasing networks within Lund University and spread knowledge regarding purchasing within the department.
- develop routines, guidelines, and statistics related to purchasing and procurement.
- actively train colleagues regarding LOU and our processes.
- coordinate the work of the purchasing group.
- handle diary registration and requests for disclosure of public documents related to procurements.
Qualifications
We are looking for a person who is unpretentious, has good collaboration skills, and can build trust and good relationships. You must be able to handle peaks in workload and work at a high pace where you handle several tasks in parallel. It is also important that you are careful and structured, planning and prioritizing work in an efficient and systematic way to meet deadlines.
Requirements for the position are:
- At least 4 years of experience working with public procurement.
- Relevant education in procurement or equivalent work experience in an area that the employer deems relevant for the position.
- Recently been independently responsible for executing call-offs and direct procurements within the scope of LOU.
- Independently executed call-offs through renewed competitive tendering on a government framework agreement for public authorities in the relevant area resulting in contracts.
- Good knowledge of LOU and all parts included in a procurement process.
- Experience of purchasing work within the research sector.
- At least 4 years of experience working in the procurement system Kommers.
- Experience in developing and driving improvement processes and streamlining administrative flows.
- Very good ability to express yourself verbally and in writing in both Swedish and English.
- Ability to conduct your work systematically and proactively.
- Ability to collaborate with various stakeholders and build good relationships.
- Experience as contract manager in public contracts, including issues regarding customs clearance, delivery terms, logistics, and delay clauses.
- Experience of documentation and diary registration in the diary program W3D3 in connection with direct procurement and renewed competitive tendering.
Merits for the position are:
