RESPONSIBILITIES

We are now looking for a procurement controller with a focus on strengthened control and contract follow-up with the aim of combating welfare fraud. As a controller, you will work in close collaboration with the unit's procurement officers and buyers within the municipal group's operations. You will be responsible for developing methods for follow-up and practically conducting contract follow-ups in dialogue with the responsible procurement officer. You will assist procurement officers in dialogues with suppliers where action plans and close follow-up are required to ensure that agreed terms are followed.

The Procurement Unit is responsible for group-wide procurements and contracts, as well as operation-specific procurements for the municipality's administrations and the municipal companies Vöfab and Vidingehem. Cooperation agreements exist with the municipalities in Kronoberg County, and the department is thus also responsible for procurements in collaboration with the county's municipalities. The Procurement Controller plays an important role in the department's and the group's work to increase quality and business-like conduct, as well as to combat welfare fraud.

The responsibilities include, among other things:

• Working together with procurement officers to ensure requirement setting in the procurement of services or goods in risk industries.
• Conducting controls in connection with the qualification of bids.
• Developing methods for following up on contracts and invoices.
• Creating standard text for procurement documents, focusing on qualification requirements to ensure serious suppliers and enable follow-up during the contract period.
• Conducting contract follow-ups in dialogue with the responsible procurement officer and buyers in the operations.
• Continuously conducting invoice controls.
• Conducting training initiatives to increase awareness of follow-up in the operations.
• Conducting investigations, analyzing procurement, and producing reports presented to responsible managers and politicians.
• Developing the function in dialogue with the municipal group and other colleagues in the Procurement Unit.

QUALIFICATIONS

We are looking for you who have an academic degree or equivalent experience in a relevant area, such as social sciences, political science, procurement, economics, or law. Experience of public procurement, contract follow-up, and working with improvements that facilitate operations is meritorious, as is experience of business development and change management.

We would also like you to have a great interest in digital tools and knowledge of system support for, for example, procurement, e-commerce, follow-up, or decision support. Good ability to express yourself both orally and in writing in Swedish is a requirement.

As a person, you communicate easily, create, and develop good relationships. You have a pedagogical ability, which makes it easy for you to communicate out into the operations. You are receptive, analytical, and structured, and have a good ability to see and understand the whole picture. You keep yourself updated in the field of work and contribute to the development of operations by taking part in knowledge and experience and translating these into new ways of working.

A valid driver's license (Category B) is a requirement.
