The County Administrative Board is a crucial coordinating link at the interface between the state, regions, municipalities, business sector, and individuals. The County Administrative Board works to ensure that national goals are implemented in the county, while taking regional conditions and prerequisites into account. This involves balancing important public interests and resolving goal conflicts. The County Administrative Board has a broad and multifaceted mandate regarding both tasks and subject areas. The authority's main tasks include permit assessment, supervision, knowledge dissemination, and coordination within many societal sectors. Approximately 230 people work here, and our head is the County Governor.

Description
The County Councilor is the County Administrative Board's chief official and the County Governor's closest collaborator; together, you form the County Leadership Team. In your role as County Councilor, your main task will be to lead, coordinate, follow up on, and develop the County Administrative Board's operations in collaboration with the County Governor, based on overarching goals and priorities. You will be part of the County Administrative Board's management group and have personnel responsibility for the authority's division heads, the head of the legal secretariat, and a business strategist.
As a County Councilor, you will have an active and close collaboration with the County Councilors at the country's other County Administrative Boards.
You are responsible, together with the division heads, for creating the conditions for the authority's cross-sectoral work, as well as for business development and collaboration both externally and internally. You lead the operations in accordance with the County Administrative Board's steering documents and the state's core values.
Responsibilities
A central part of the responsibility as County Councilor is to represent the state, the County Administrative Board, and the county in a professional and trustworthy manner, both internally and externally. The main focus is on internal steering, leadership, and follow-up. An important part of the work is to act at both the regional and national levels as part of the County Leadership Team. This implies broad collaboration with central authorities, County Administrative Boards, Region Värmland, the county's municipalities, businesses, and organizations. Sweden's 21 County Administrative Boards work closely together and develop joint solutions, which places high demands on good cooperation and collaboration skills.
You will join a knowledge-intensive organization with a broad and complex operation. We actively work on developing working methods to strengthen the authority's relevance in the face of the major challenges society faces. As County Councilor in Värmland County, you are expected to be the leader who wishes to continue inspiring, leading, and developing the authority in the initiated direction.
Qualifications
We are looking for you who have
- an academic education of at least three years in a relevant subject area or equivalent knowledge acquired in another way,
- good knowledge and experience of the public sector and its decision-making processes,
- several years' experience of leading through other managers, as well as personnel and operational responsibility, and
- experience of establishing and developing good relationships and forms of cooperation both internally and externally.
You have an interest in and good knowledge of democratic processes and how society as a whole functions, as well as good knowledge of policy formulation and its actors at the national, regional, and local levels. At the same time, you are a clear employer representative who takes responsibility for the employer role and supports the division heads in their roles to ensure that the broad and deep knowledge present in the organization is utilized. The ability to perform strategic analysis and lead structured process work are prerequisites for the role of County Councilor. You have experience of leading and inspiring other managers, leading qualified development work, and ensuring that the operations are driven efficiently and result-oriented.
It is meritorious if you possess knowledge about the different prerequisites at the regional level, and if you have experience of leading a knowledge-intensive organization. If you have been a manager at a higher level within the state administration or have experience of working in the Government Offices, we also consider this meritorious.

Conditions
The employment is decided by the Government upon notification by the County Governor. The appointment as County Councilor is normally time-limited to five years, with the possibility of extension. The position is combined with a permanent employment at the County Administrative Board.
A security check with register control is carried out according to the Security Protection Act (2018:585) before a decision on employment is made. Swedish citizenship is required for the employment, and the employment entails an obligation to be placed in a military reserve position (krigsplacering).
Some travel within the county occurs, and in some cases also nationally.
