The Swedish Civil Contingencies Agency (MSB) is the leading, guiding, and coordinating authority in civil defense. We ensure that society is prepared for crisis, high alert, and war.

Do you want to make a difference and work with us to create a safer society? Then you might be our next colleague!

We are now looking for a Head of Staff for the Population Protection Department, responsible for the agency's work within population protection. Here, you will become the manager of a team of experienced case officers.

Our leadership is based on trust, humanity, and the desire to work together. We assume that we do our best and wish each other well. Acting in line with this means contributing to increased security and a sustainable working life.

Your responsibilities and tasks

As the Unit Manager for the Staff Unit, you are responsible for planning, organizing, and leading the work at the staff unit. In the role of Unit Manager, you have operational, personnel, and budgetary responsibility. The main task of the Staff Unit is to support the department management with the overall steering of the department. The unit's primary responsibility lies in coordinating cross-agency processes such as strategic direction, planning, and follow-up work.

The Unit Manager also serves as the Chief of Staff for the department. The Chief of Staff plays a central role in coordinating operations between the agency's departments. This provides a unique insight into much of the agency's operations.

Your knowledge and competencies

At our agency, we often handle tasks of different nature simultaneously. This requires that you thrive in a role where a strategic holistic perspective is combined with the ability to drive complex projects with concrete results. You are curious, engaged, unpretentious, and have an easy time building new relationships and networks while handling changes and occasionally high work tempo. You can prioritize, act independently, and are a reliable team player who contributes to a positive work environment. To succeed in your commitments, you have very good administrative skills.

We are looking for someone who has:

  • Relevant academic education or equivalent experience assessed by the employer as comparable.
  • Current experience in a management role with responsibility for working environment, personnel, and economy.
  • Good knowledge of the Swedish public administration and its decision-making processes, and an understanding of the political structure within which the agency operates.
  • Good knowledge of Swedish and English, both spoken and written.

It is meritorious if you have:

  • Experience in exercising indirect leadership and/or a habit of close collaboration with other managers.
  • Experience of working within the Swedish crisis management system and within total defense.
  • Experience of working in financial management systems, annual reporting, and document management systems.
  • Experience of process and business development.

In all our work, both internally and externally, we must act based on the government's values. As all employees and leaders here, you are expected to act according to the agency's code of conduct.

The code of conduct applies in everyday life, crisis, and war. They should be seen as a whole and build upon each other; collaboration-oriented – proactive – action-oriented.

We offer you a permanent full-time position starting with a probationary period and a time-limited managerial appointment of four years.

Your place of work will be Karlstad, and travel during employment will occur.

The majority of our positions involve security clearance. Swedish citizenship is usually required. In the case of security clearance, a security investigation with register check will be conducted prior to employment according to Chapter 3 of the Security Protection Act.
