Do you want to help develop the municipality of the future through smart and responsible use of drone technology?

Örnsköldsvik Municipality is now looking for a Surveying Engineer with Drone Responsibility, placed within the Land Survey Unit. You will play a key role in coordinating, developing, and ensuring the municipality's use of drones across various areas of operations.

The Land Survey Unit is part of the Community Planning Administration. We consist of several different operations; the municipal land survey authority KLM, all map/GIS operations, and soon also drone operations. We are currently about 25 wonderful individuals looking for one more colleague!

About the role

In this role, you are responsible for leading, coordinating, and developing the municipality's drone operations. You act as an expert support to administrations and companies, ensuring that usage is safe, legal, and appropriate. The role is partly strategic but primarily operational, with a clear connection to surveying, geodata, and decision-making support.

Responsibilities

The role includes among other things:

  • Coordinate and develop the municipality's drone usage within areas such as community planning, environment, real estate, culture, and leisure
  • Plan and quality-assure drone-based measurements, surveys, and data collection
  • Ensure correct handling of coordinate systems, accuracy requirements, and metadata
  • Ensure compliance with current legislation and regulations (e.g., EASA, Transport Agency, GDPR, and security protection)
  • Develop and manage governing documents, routines, and guidelines for drone operations
  • Act as a contact person for authorities, suppliers, and external partners
  • Support and train internal users/pilots in both flying and data quality
  • Follow technological development and initiate new areas of use and efficiency gains
  • Operate drones in municipal assignments yourself if needed

Qualifications

We are looking for you who have a university or post-secondary education in areas such as surveying technology, geomatics, GIS, community planning, or equivalent competence that the employer deems relevant. You also have:

  • Documented experience working with drones (UAS) and drone-based surveying
  • Good knowledge of measurement uncertainty, accuracy requirements, and quality assurance of collected data
  • Good knowledge of relevant regulations and permits related to drone usage
  • Experience in coordination, project management, or operational development
  • Good ability to express yourself in speech and writing in Swedish

Merits

  • Valid drone certificates/competence proofs
  • Practical experience with photogrammetry, point clouds, orthophotos, and volume calculations
  • Experience working in GIS and/or surveying systems
  • Experience in public sector or security-classified operations

In connection with the interview, we will conduct an identity check and verify citizenship. Approved documents are a passport, international ID card, driver's license + personal registration from the Swedish Tax Agency, or another ID document that strengthens citizenship. For some positions, extracts from the police's suspicion and criminal record registers are required. We welcome knowledge of Finnish and/or any of the Sami varieties as Örnsköldsvik Municipality is part of both the Finnish and Sami administrative areas.

In our municipality, a number of positions are placed in security classes, so a security check may take place. These positions may require Swedish citizenship.
