Development Manager for Learning, Training and Simulation

Qulturum, Section for Learning, Training and Simulation, Region Jönköping County is looking for a Development Manager. Do you want to help develop how learning works in a large organization – where systems, structure, and content need to work together? This is a role for you who wants to make things work in practice – and is driven by improvement, simplification, and development.

The Role of Development Manager

The role combines system administration, qualified user support, educational coordination, and learning development. A central part of the assignment is qualified user support and support within learning platforms and working methods, combined with system administration and educational coordination. You ensure that our learning platforms function in everyday life – for users, managers, and operations. At the same time, you drive development forward.

We are in a phase where our learning platforms and working methods are being developed, with upcoming procurement and potentially a system change. Here you will play an important role in requirements specification, implementation, and further development. Learning can take several forms – digital, teacher-led, synchronous, and asynchronous – and you contribute to developing hybrid learning solutions that work in practice.

Your Assignment in Practice

You work in three interconnected parts – with a common focus: to make the whole work today and become better over time.

Within Systems and Structure

You are responsible for ensuring that our learning platforms (Learning Management System, LMS, and Training Management System, TMS) function stably and purposefully in practice. This means that you:

  • Provide qualified user support and IT support related to the learning platform.
  • Administer and configure the platform (courses, structures, settings).
  • Manage users, permissions, and access.
  • Ensure that educational flows function correctly.
  • Debug, test, and quality assure functionality.
  • Follow up on and improve integrations and information flows.
  • Ensure that the systems not only work technically – but also support the organization's needs in a smooth way.

Within Education and Coordination

You are responsible for ensuring that education can be planned, conducted, and followed up on efficiently. This means that you:

  • Conduct training and workshops for users and operations.
  • Plan, coordinate, and follow up on educational efforts.
  • Ensure that the right training reaches the right target group.
  • Work with follow-up, statistics, and quality in learning.
  • Support the organization in how education is structured and administered.
  • Plan and conduct training in the learning platform.
  • Create guides, manuals, and support materials.
  • Make it easy for others to do the right thing.

Within Development and Improvement

You actively contribute to developing how learning, systems, and working methods function together. This means that you:

  • Identify recurring problems and areas for improvement.
  • Develop structure, working methods, and use of the platform.
  • Contribute to requirements specification and dialogue with suppliers.
  • Participate in procurement and implementation of new solutions.
  • Translate needs into pedagogical setups or simpler content.

Job Details and Employment

The position is a permanent full-time employment located at Qulturum, Region Jönköping County. Start date by agreement.

Your Profile

We are looking for you who are confident in working with systems and structure – but who also has a drive to develop and improve.   • Have a B driver's license.

We believe you have experience in several of the following areas:

  • IT support, user support, or service desk-like work.
  • Planning and conducting training or workshops for users.
  • Work with learning platforms (LMS/TMS), including administration and structure.
  • System administration or similar roles.
  • Requirements specification for systems or suppliers.
  • Follow-up and analysis related to education.

It is an advantage if you also have experience in:

  • Digital learning or work with hybrid learning solutions.
  • Authoring tools or simpler content production.
  • Communication, marketing, or content work.
