About the Role

Organizationally, you will belong to the Municipal Executive Office and the HR Department. The HR Department is a central support function within the group and consists of 13 employees, including an HR Manager, HR Partners, and a Payroll Partner/System Administrator. They are responsible for both strategic and operational payroll and HR matters across the group, such as group-wide payroll management, occupational pensions, collective insurance agreements, personnel and payroll statistics, and system administration within the HR area. We have decentralized payroll management but also central payroll management for certain groups and companies.

Through trust-based leadership and governance, responsibility is delegated, and you as an employee are invited to dialogue and participation. For us, it is important to utilize your knowledge and your potential for development.

Responsibilities

In the role of Payroll Partner, you work independently within current collective agreement areas regarding payroll administration throughout the entire payroll process. This includes, among other things, registering employment and payroll data, conducting checks during interim periods, and reporting after payroll runs. All of this takes place in the personnel system Personec P. Your duties also include ensuring the quality of the payroll process and interpreting laws and agreements related to payroll management. Together with your two colleagues, you are responsible for the execution and operation of payroll for the municipal group every month. You share system administration responsibilities for the HR systems with your colleagues. You consult and support managers, employees, and elected officials in existing payroll and remuneration issues. We have initiated the procurement of a new HR system, so in the coming years, the focus will be on procuring, evaluating, implementing, and training in the new system. You are expected to take significant responsibility in this process together with your colleagues.

Qualifications

We are looking for you with post-secondary education in payroll and experience in payroll administration within municipal operations. It is an advantage if you have knowledge of the agreements of the Swedish Association of Local Authorities and Regions (SKR/Sobona), as well as experience with Visma’s personnel systems Personec P, Timecare, Timepool, and Winlas. We are looking for someone with a pleasant demeanor, flexibility, good teamwork skills, and who prioritizes good service. The role of Payroll Partner requires you to be responsible, and it is important to you to ensure high quality in the work you deliver. In the role of Payroll Partner, it is important to have a structured approach to work, as the work is partly governed by different deadlines, which may involve periodic peaks. You must have the ability to collaborate and contribute positively to the work group's climate.
