HR Developer with a Focus on Analysis and Strategy

Do you want to combine analysis, strategy, and development within HR? We are looking for an analytical and courageous HR Developer who wants to contribute to strengthening the municipality's long-term HR work. You are driven to understand connections, see the big picture, and turn analysis into concrete development. About Us

The HR department drives and coordinates the municipality's employer issues. We are 24 employees working within two areas: HR and Payroll. We support managers across the entire HR area through advisory services, training, and development initiatives, ensuring that the municipality's HR processes maintain high quality and comply with laws and agreements.

Our goal is to be a professional operational support for managers and employees regarding employer issues. The purpose is to create sustainable conditions for both managers and employees so that the municipality's operations can be conducted sustainably with satisfied customers/citizens, and so that the municipality as an employer can attract, develop, and retain engaged employees and managers with a secure and developing leadership style.

Responsibilities

As an HR Developer, you will work on behalf of the HR Manager, driving development projects and assignments across the entire HR area. The role combines analysis, strategic development work, and independent project management.

You will serve as a qualified support to the HR Manager in analyzing the municipality's HR key figures, employee surveys, statistics, and other data. With a holistic perspective and analytical sharpness, you will contribute to highlighting patterns, connections, and areas for development, turning insights into concrete improvement measures.

Your main responsibilities will include:

  • Driving and coordinating development projects within the HR area
  • Conducting analyses of HR key figures, statistics, and survey results
  • Identifying connections, variations, and development needs from a holistic perspective
  • Preparing decision-making materials, reports, and presentations for management
  • Proposing, initiating, and following up on development initiatives
  • Contributing to structure, long-term focus, and a clear red thread in HR work

The role involves great independence and personal responsibility, while working closely with the HR Manager and in collaboration with other HR colleagues and operations.

Qualifications

We are looking for someone who has:

  • An education we consider relevant for the role, such as an academic degree in HR, personnel science, behavioral science, or similar.
  • Several years of experience in qualified HR work.
  • Experience in driving development projects.
  • Good experience working with HR key figures, statistics, and analysis.
  • Very good ability to express yourself in Swedish, both verbally and in writing.
  • Very good experience using IT/digital tools as support in work.

It is an advantage if you have:

  • Experience in a similar role, such as HR Developer or HR Project Manager.
  • Experience from the public sector, particularly experience from municipal operations.
  • Experience working on behalf of management.
