Region Stockholm
Region Stockholm encompasses all correctional services in Stockholm County. The regional office's task is to lead, plan, and provide operational support and coordination for the work of the operational areas in executing imposed penalties, conducting remand operations, and performing personal investigations in criminal cases. The regional office must implement and ensure the execution of the national assignments given in the operational plan and follow up on the established goals and results. To support the regional manager's leadership and management of the operational areas, there are section managers, several operational experts, three group leaders, as well as administrative functions and reception.
JOB RESPONSIBILITIES
As a regional operational expert, you are part of a team of experts in prison, remand, probation, capacity/operational analysis, and health care. The region's operational experts support the regional and section managers as well as the region's prisons. As an expert, you handle both internally initiated investigations and projects and participate in the work with government assignments. The role of the operational experts involves everything from very practical tasks to more conceptual work, requiring the ability to shift perspectives between operational daily life and long-term, complex strategy. As an operational expert, your day is filled with meetings at national, regional, and local levels; you engage in discussions and dialogues, inform, gather information and facts, compile reports and decision-making materials. Writing responses and conducting investigations is part of the daily routine. The needs of the core operations give rise to assignments both in the short and long term, and you may be one of those who conduct training or informational initiatives in regional forums that provide direct support to the operations. You may also be part of one of the region's working committees. Your focus area in the expert group will be prison-related issues, together with one of the other regional operational experts; this may vary over time.
You are a carrier of good ideas between the prisons, gathering questions that need to be examined from a broader perspective and ensuring they are addressed. Within the framework of development work, the operational experts convene regional working groups and committees. In addition to development work, follow-up and internal governance and control are included. The work requires close collaboration with other operational experts, regionally placed staff in various headquarters functions, and managers in the region. Examples of important tasks for the expert on prison issues may include:
- Participating in quality assurance and improvement forums at national, regional, and local levels
- Supporting operations in implementing new working methods and new legislation
- Working comprehensively with follow-up and support regarding operational content
Travel is included in the position, both within the region and nationally.
The position is located in Liljeholmen, Stockholm.
QUALIFICATIONS
The assignment requires a very good analytical ability regarding complex issues and processes. The ability to see the whole and understand connections in the operations is a requirement. You are flexible and can easily adapt to changing demands and circumstances. You are stable and secure even in stressful situations and have the ability to focus on the right things. The role also requires you to be goal- and results-oriented and take your own initiative. You have very good collaboration skills. You should also be communicative and able to inform clearly as well as listen to new ideas. We place great importance on personal suitability.
We are looking for someone who has:
- A university degree or equivalent knowledge through education combined with experience
- Leadership experience as a manager, project leader, or change leader
- In-depth knowledge of prison operations
- Very good knowledge of the Swedish language in both spoken and written form
Experience in the following is meritorious:
- Working at more than one level within the Swedish Prison and Probation Service (national, regional, local)
- Leading, planning, and following up on operations in a responsible role, e.g., manager, project leader, change leader, process leader, trainer, or comparable role
- Process-oriented working methods
- Comprehensive work with operational content (such as treatment programs, work, studies, or collaboration/cooperation between different parties within the Swedish Prison and Probation Service's employment)
- Working with change management from a comprehensive perspective
