Do you want to work closely with Sweden's higher education policy and play a central role in how resources are allocated to universities and colleges? As a budget coordinator, you will be a key person in the work of producing analyses, forecasts, and materials used in the government's decision-making process. The role combines complex economic issues with broad collaboration in an operation that has significant importance for higher education in Sweden.

You will be part of the budget group at the Universities and Higher Education Unit, which consists of three budget coordinators. Two of these work with the part of the budget that concerns universities and colleges, and you will be one of them. Within the unit's area of responsibility, there are a total of 35 authorities and about fifteen individual educational providers. The work involves managing a large number of appropriations within the framework of the state budget.

In the role, you will coordinate the budget work for the part of the state budget that concerns higher education policy. This includes analyzing and compiling framework preparation materials and tables, preparing materials for the political leadership, and drafting texts for the budget bill for the expenditure area. You will also analyze budget materials and review and produce expenditure forecasts.

The work takes place closely with the unit's case handlers, where you contribute budget and management expertise. As a budget coordinator, an important part of your assignment is to keep the whole together and ensure that analyses, forecasts, and budget texts are coherent in a structured and correct manner.

The Universities and Higher Education Unit consists of about 30 people and the operation concerns the higher education area nationally and internationally as well as the student financing system.

Your Background

We are looking for someone with a relevant academic degree, for example in social sciences or economics. You have at least five years of relevant and current work experience for the position. You have been responsible for coordinating complex processes related to budget and management or equivalent. You also have experience in making calculations and analyses of larger materials concerning management issues within a government agency, municipality, or other organization that the employer deems relevant.

You have good knowledge of the economic-administrative regulations applicable to authorities as well as knowledge of government agency management. A requirement for the position is very good knowledge of Swedish in speech and writing, as well as good knowledge of English in speech and writing.

It is meritorious if you have experience working with the government budget process, project management, and coordinating complex processes within the Government Offices. Furthermore, it is meritorious to have knowledge of the operations of universities and colleges as well as the resource allocation system for universities and colleges.

Your Qualities

To fit in the role, you need to have analytical skills and a working method characterized by structure, flexibility, and initiative. You work independently but are also a responsible team player with good collaboration skills.

You have the ability to present complex issues in a pedagogical manner. You can handle complex systemic issues while being meticulous about quality assurance down to the smallest detail. Stress management skills are important as the work places high demands and is periodically time-pressured.
