We are looking for a staff member with expertise in animal welfare work, particularly in handling complaint cases and issues regarding inadequate supervision of dogs for the Animal Welfare Unit.
The work in the field of animal welfare also includes animal welfare inspections of food-producing animals, animal prohibition assessments, permit assessments, and processing of subordinate confiscations from the police and enforcement.
What does the role entail?
With us, you will have a varied job, and you will primarily work with handling complaint cases and issues regarding inadequate supervision of dogs. The area includes, for example, receiving and preparing reports. As an animal welfare officer, you will work both administratively and in the field. You will review documents and conduct animal welfare inspections, write inspection reports, and draft and present decisions. The work also involves other administration and service.
The work may potentially be combined with other tasks depending on your skills and the needs of the organization. For example, it may involve processing subordinate cases from the police, executing animal confiscations, conducting planned inspections of agricultural animals and inspections of animal transports, permit assessments, or conducting animal prohibition assessments.
We work divided into groups with a primary focus on one or more tasks, but you need to be prepared to support and contribute to other tasks or in other groups and units within the department.
The assignment involves many contacts at various levels in society, for example, with the public, animal keepers, animal health personnel, businesses, industry organizations, municipalities, county administrative boards, central authorities, and departments.
Are you the one we are looking for?
For this role, we want you to have:
- a university degree and be an agronomist, ethologist, environmental and health protection inspector, or biologist with a specialization in animal welfare, or have other education that the employer assesses as equivalent
- good knowledge of animal welfare legislation and familiarity with welfare risks in various forms of animal husbandry
- experience as an animal welfare officer at the County Administrative Board and knowledge of the systems Platina and DSK
- good knowledge of the Office package
- good communication skills and the ability to express yourself in both spoken and written Swedish
- a driver's license for passenger cars.
To succeed and thrive in the role, you need to have your own drive, be able to take initiatives, and independently plan and execute your work effectively towards established goals and timelines. You are responsible, attentive, and have excellent communication skills. The work requires that you enjoy collaborating with other people as you will have a lot of contact with animal owners and operators, authorities, and colleagues in the department. You need to have good judgment in all these contacts combined with great integrity in the exercise of authority. The work also requires the ability to act in difficult situations and to shield yourself from being influenced by pressures that may arise in connection with the exercise of authority.
As an employee at the County Administrative Board, you need to:
- be able to make decisions based on a holistic view, considering multiple perspectives
- understand that a central role for the County Administrative Board is to make trade-offs between different interests
- have the ability to prioritize and adapt to work with new tasks or in new contexts.
Great importance will be placed on your personal qualities.
It is advantageous if you have:
- experience in case handling regarding the Animal Supervision Act for dogs and cats
- practical experience working with animals
- experience working with people in areas such as order and safety, care, welfare, or social services
- experience in other case investigations or work in government agencies.
More about us and the role
You will work in the Animal Welfare Unit. The unit consists of the area of animal welfare, with cases related to complaints about inadequate animal husbandry, covering the entire chain from the establishment of a report to inspection and, where applicable, confiscations. Also, cases regarding inadequate supervision of dogs.
We are part of the Rural Development Department, which has four additional units and nearly 80 employees.
In the teams, we collaborate and support each other within our respective areas. The unit managers lead with warmth and commitment and practice a trust-based leadership style.
The employment is a full-time temporary position until September 15, 2027. Start date in May 2026 or by agreement.
