We offer an exciting and challenging position in a municipality that develops both urban and rural areas. The work on the municipality's new digital comprehensive plan is in its final stages, while urban development projects such as District 2030, local development projects like Grundsunda 2030, a green infrastructure strategy, and much more are underway. As an urban planner, you will play an important role in shaping the future development of Örnsköldsvik municipality and creating a sustainable, robust, and vibrant community for its residents, animals, and nature.

Current issues within the organization include climate adaptation and management of climate-related risks, preparedness and total defense issues, as well as work with environmental quality standards for water. The work is characterized by a holistic perspective where physical planning, environmental considerations, and long-term community development are coordinated.

About the organization

As an urban planner, you will belong to the planning unit within the Community Building Administration's Building and Environment Department. The planning unit currently consists of 19 employees with roles such as planning architects, urban planners, planning strategists, planning technicians, infrastructure strategists, and city architects. The planning unit is responsible for the municipality's planning from strategic/comprehensive planning to detailed planning.

Job responsibilities

As an urban planner, you will be responsible, together with others in the planning unit, for the progress of the municipality's physical planning. In this role, you will be responsible for developing and implementing community planning projects, providing advice and support to politicians, civil servants, and the public on overarching planning issues. A large part of the work involves producing comprehensive plans, thematic additions, detailed comprehensive plans, as well as leading and producing various investigations, policies, strategies, and handling referrals, motions, and citizen proposals. The tasks may also include work on the development of planning programs and detailed plans.

You contribute to creating a cohesive community building administration characterized by a clear service culture and actively working for the best interests of the municipal group. A high level of service is important to us, as is the ability to provide guidance and constructive advice as early as possible.

The programs you will primarily work in as an urban planner are ArcGIS, QGIS, the Adobe suite, and the Office suite.

Qualifications

We are looking for a person with a relevant higher education degree in community or urban planning, or another education that the employer deems suitable for the position. You have a good knowledge of relevant legislation, especially the Planning and Building Act and the Environmental Code, and are well-versed in associated regulations, directives, and general advice. The role requires you to communicate fluently in Swedish, both orally and in writing.

Experience working as an urban planner, preferably within municipal comprehensive planning, is meritorious. It is also a plus if you have experience as a project manager and working within politically governed organizations. We see it as an advantage if you have good knowledge of relevant programs and tools, such as GIS, as well as local knowledge of the municipality and its planning conditions.

A driver's license, category B, is required for the position.

The mission of the Community Building Administration is to actively work to build a safe, secure, and sustainable municipality with a good environment for all who live, work, and visit Örnsköldsvik.

In connection with the interview, we will conduct an identity check and verify citizenship. Approved documents include a passport, international ID card, driver's license + certificate of residence from the Tax Agency, or another ID document that confirms citizenship.

We welcome language skills in Finnish and/or any of the Sámi varieties as Örnsköldsvik municipality is part of both Finnish and Sámi administrative areas.

In our municipality, a number of positions are placed in a security class, so a security review may take place. These positions require Swedish citizenship.
