Project Manager for Development of Knowledge and Support in Elderly Care

FoU Socialtjänst/RSS Västerbotten supports the municipalities in Västerbotten regarding knowledge-based social services and also engages in practice-oriented research. The unit is organizationally placed within the management staff of Region Västerbotten.
We have development leaders in various areas where social services operate, and as a Regional Collaboration and Support Structure (RSS), we serve as a link between the national level and the municipalities. We are keen that our efforts are based on the needs present in the municipalities and maintain many contacts with social services at different levels. Our unit is strongly involved in collaboration between Region Västerbotten and the municipalities. The position is based in Umeå, with some work needing to be performed on-site, but there is flexibility to work remotely.
Special state grants have been directed to the country's RSS units for a mission in the field of elderly care. Therefore, we are now seeking a project manager for the development of knowledge and support for the municipalities in Västerbotten within the elderly care sector. The work can be described as working on improvement and development efforts within elderly care and in adjacent disability care, aimed at all municipalities in the county.

RESPONSIBILITIES
The assignment involves supporting the municipalities of Västerbotten for a more knowledge-based elderly care. An important part involves staying updated on existing and new knowledge in the field, in order to disseminate this knowledge to various stakeholders within the municipalities. You will provide practical support in translating this knowledge into practice, thereby promoting knowledge-based methods within elderly care operations.
In the role of project manager, you will have a particular focus on the area of care for individuals with dementia. Here, we think broadly within the entire elderly care sector, but also recognize that dementia affects individuals within disability care.
There are several areas where there is a need to establish forms of support. Such development needs to occur in very close dialogue with the operations and based on the needs present in the municipalities.
Alongside input from the operations, close collaboration will occur with research leaders from FoU Socialtjänst to find ways to implement new working methods and provide support in this.
Specifically, the project manager will:
- contribute to adapting individual-based systematic operational follow-up for use within elderly care
- work on support and development of family support
- focus particularly on preventive working methods
- address issues related to competence development (such as the Professional Journey)
- integrate knowledge governance for elderly care with knowledge governance concerning health and medical care for the elderly in municipal operations
QUALIFICATIONS
You should have a relevant higher education in the field; social worker, nurse, or another relevant higher education. As the assignment specifically targets the country's RSS structures, we are looking for someone with experience from a regional collaboration and support structure.
You should also have leadership experience in elderly care, or alternatively experience in a development leadership role within elderly care. Experience in disability care is an advantage.
You must have experience with municipal assignments and understand what it means to operate in a politically governed organization.
You should also have experience in change management and be development-oriented.
You should have experience in project environments and project management experience.
You must be able to convey messages to others, both verbally and in writing, and feel comfortable doing so in various communicative contexts. We need a person with strategic analytical skills.
Furthermore, experience in individual-based systematic follow-up is required.
Desirable knowledge:
- Specific knowledge regarding dementia, including dementia in individuals with disabilities
- Knowledge of welfare technology and its implementation
- Knowledge of knowledge governance within social services
- Knowledge of knowledge governance within health and medical care
- Knowledge of social services legislation and LSS, basic knowledge regarding HSL
The role places high demands on the ability to develop with tasks that change based on how the conditions of collaborating actors evolve. The role requires continuous learning and the ability to absorb new knowledge and new conditions and translate it into changed working methods.
Sensitivity, structure, and a willingness to take personal responsibility are important qualities. You will largely be able to structure the setup around the work yourself and drive your own processes, albeit in a very collegial spirit - we are a workgroup that cares for one another.
