Labor Market and Integration Department
The Labor Market and Integration Department is responsible for the integration of newcomers, labor market issues, and the municipal activity responsibility in Umeå Municipality.
We are an important actor in the work for social sustainability and inclusion, supporting people on their way to work or studies. At the same time, we contribute to employers' skills supply and the development of inclusive workplaces. Our mission is to create hope for the future.
The department provides support to participants who need coordinated efforts to move forward towards work or studies. The work primarily takes place in close collaboration with, among others, the Social Services, the Swedish Social Insurance Agency, the Public Employment Service, Region Västerbotten, the Prison and Probation Service, and employers.
The Labor Market and Integration Department is also a partner in the collaboration platform Labor Market Square, where we, together with government partners, offer coordinated support to individuals in need of joint efforts towards work or studies. The operations are significantly influenced by societal development, political decisions, changes in legislation, and the conditions of the labor market. An example is the upcoming activity requirement reform within social assistance (decision planned for March 2026). These changes in the external environment require continuous development and adaptation of the operations.

Employment Form
The position is a permanent full-time employment, starting on 2026-03-16 or by agreement.
Your Responsibilities
- Strengthen participants' skills and employability with the goal of work or studies.
- Be a support for participants and employers, both on the job sites (supervisory support/introduction support, follow-up, etc.) and through motivating, exploratory conversations and activities focusing on strengths and wellness factors.
- Work individually with participants/employers and conduct activities in groups of participants.
- Collaborate with relevant actors such as Social Services, the Public Employment Service, Region Västerbotten, the Prison and Probation Service, employers, and the participant's network based on a common method.
- Work based on guiding principles and working methods based on motivational interviewing, empowerment, and supported employment/education.
- Document each participant in the operational system according to routines and guidelines.
- Actively contribute to continuously improving individual working methods and the organization's methods to enable more people to access work, studies, and skills supply for employers.

You have a genuine commitment to the target group and believe that people, even those far from the labor market, can achieve, obtain, and retain work with the right support. You highlight individuals' strengths and work in a motivating and inspiring manner, focusing on results.
You are driven, goal-oriented, and actively contribute to the organization's goals – that individuals start work or studies. Since the work is complex with many contact points and each person's path is unique, you are creative, flexible, and solution-focused. You also have an interest in developing yourself and contributing to the continued development of the organization, in close collaboration with colleagues and other actors. We place great importance on your personal suitability.
Requirements
- University degree in social sciences, behavioral sciences, education, or equivalent.
- Good knowledge of the labor market and educational pathways.
- Knowledge in the areas of physical and mental health, rehabilitation, and disabilities.
- Experience in providing support to individuals towards work and studies.
- Experience in collaborating with employers to facilitate employment in workplaces.
- Good knowledge of the Swedish language in speech and writing, as well as basic knowledge of English.
- Driving license B.
Meritorious
- Experience in collaboration with various societal actors and authorities.
- Language skills beyond Swedish and English.
