JO is looking for an experienced inspection leader for the Opcat unit

We at the Parliamentary Ombudsmen (JO) continue to develop and strengthen our operations and are now reinforcing the Opcat unit with an additional inspection leader.

The Parliamentary Ombudsmen carry out the tasks assigned to a national visiting body according to the Optional Protocol to the UN Convention Against Torture (Opcat). The tasks include, among other things, that JO must regularly inspect places where persons are deprived of liberty to prevent these individuals from being subjected to any form of inhuman treatment.
The Ombudsmen are assisted in their mission by the Opcat unit, which consists of qualified staff with various competencies from different disciplines. The operations are primarily conducted through inspections of places where people are deprived of liberty, such as prisons, detention centers, police custody, immigration detention, youth homes, rehabilitation centers, as well as psychiatric and forensic psychiatric clinics. Observations from the inspections form the basis for the Ombudsmen's analyses, recommendations, and any further investigations aimed at improving the treatment of those deprived of liberty.
Job Responsibilities
All staff members in the Opcat unit participate in the planning and execution of inspections as well as in the work with subsequent reports. The mission is to analyze risks of inhuman treatment of those deprived of liberty and provide concrete improvement proposals to the responsible authorities. The unit also participates in dialogues with authorities and civil society as well as in international cooperation. The work involves regular business trips, often with overnight stays.
As an inspection leader, you will lead the inspection on-site, distribute tasks, and be responsible for initial and concluding dialogue with representatives of the operations. The work is varied and intellectually demanding.
Requirements Profile
Knowledge and Experience
- Academic degree in e.g. social work, psychology, political science, or law
- Several years of experience in qualified tasks within the framework of the completed degree
- Several years of experience in supervisory work in a managerial role in organizations such as the Swedish Prison and Probation Service, IVO, or the National Board of Institutional Care
- Excellent communication skills, both in writing and speaking
- Excellent analytical skills
- Very good knowledge of English

The Employment
The position is a permanent full-time employment that begins with a six-month probationary period. We will agree on when you start. The position is classified in a security class, which means that we will conduct a security clearance.
