Development Strategist for the Growth Administration

The Growth Administration works to create opportunities for people to grow – and for the place to develop. We encompass adult education, labor market issues, the culture unit, leisure and facility operations, as well as the work with the municipality's place brand. Together, we contribute to a vibrant community where education, work, culture, leisure, and the attractiveness of the place are clearly interconnected.

We are about 90 employees who, with commitment, collaboration, and a clear focus on development, work to make everyday life a little better for the municipality's residents, our associations and businesses, and for our visitors. RESPONSIBILITIES

As a Development Strategist, you have a central and significant role in the continued development of the Growth Administration. You work closely with the head of administration, are part of the administration's management team, and provide important strategic support in both long-term and more operational matters. With us, you will become an important key person whom we trust, listen to, and develop the administration together with.

The role is cross-administrative, and you work consultatively on behalf of the management towards our operations. The assignment is broad, varied, and shaped in line with the needs of the administration and the municipal group. This gives you great opportunities to influence, drive development, and contribute to the whole.

The assignment combines strategic development work with active and operational quality work. You work closely with our operations on quality, follow-up, and improvement, always with the goal of creating real benefits and sustainable solutions. As part of the role, you will also be part of the municipality's central quality group, where you, together with strategic colleagues from other administrations, contribute to a common view on planning, operational development, follow-up, internal control, and quality work.

Your responsibilities also include:

  • Monitoring the external environment and translating new perspectives into local development
  • Producing, analyzing, and presenting factual and statistical data to support decisions
  • Being responsible for applications, coordination, and reporting of development projects
  • If necessary, project-managing development initiatives/Initiating, driving, and/or participating in investigative assignments and development projects.
  • Contributing to the work with administrative and unit-wide plans/participating in municipality-wide development work in consultation with the management.
  • Representing the Growth Administration in relevant networks
  • Driving the administration's work with planning, operational development, follow-up, internal control, and other quality work according to the municipality's governance model.

Other tasks may occur, and we see it as a strength that the assignment can be shaped together based on both the needs of the operation and your competence.

QUALIFICATIONS

We are looking for someone who has:

  • An academic degree, preferably with a focus on political science, public administration, and management, or other relevant education that the employer assesses as equivalent.

It is meritorious if you have:

  • Several years of experience in leading development and change work, preferably at a comprehensive level
  • Knowledge of governance and management issues within the public sector, including how governance is implemented in practice.
  • Familiarity with trust-based governance and experience in planning and follow-up based on such a governance model.
  • Experience with political processes, producing well-founded decision-making materials, and presenting matters to committees.

As a person, you are engaged, proactive, and responsible. You enjoy driving processes forward, but you also have patience and perseverance when development work takes time. You take responsibility for the entire process from mapping and analysis to planning, implementation, and follow-up, doing so with both structure and commitment.

You have a good analytical ability and are used to working with investigations, development, and quality issues. You understand how overarching quality work, operational, and management systems are interconnected and implemented in practice. You express yourself well in Swedish in both speech and writing and are a confident and clear communicator.
