Do you want to work broadly with HR issues alongside an engaged and dedicated HR team? We are looking for a substitute!

The HR department is part of the municipal management administration. At the HR department, we are a total of 8 people – six HR generalists, one HR specialist who is also the team leader, and one HR manager. Some colleagues have been working here longer and some have been here for a shorter time – together we make a good mix. We are now expanding with an HR position so we will be 9 people in the HR department. One of the team members will be on parental leave, so we are looking for a substitute.

The HR generalists are organized into two teams led in daily work by a team leader. This organization is new since autumn 2025. In connection with the new organization, we are reviewing our mission and HR offerings to the operations. In each team, we are collectively responsible for supporting a number of operations.

JOB RESPONSIBILITIES

A large part of our work is dedicated to operational HR support for first-line managers in everything from laws and agreements, salary formation, recruitment, work environment, rehabilitation and adjustments, restructuring, misconduct – everything that can happen during an employee's period of employment. We also work with strategic tasks and support within HR in the organization aimed at ensuring competence supply. We constantly strive to create value in what we do.

We offer a broad and varied HR role where you will have the opportunity to work with operational HR support but also the chance to engage in overarching HR issues. You will be part of an engaged team and department with experienced colleagues. Kumla municipality as an organization works forward-looking, is of a manageable size, and thus provides an overview, contributing to a greater sense of coherence and influence. You will have many points of contact with managers, employees, trade unions, and other partners. You will have the opportunity to contribute to making Kumla municipality function every day for the residents of Kumla.

QUALIFICATIONS

To thrive in this role, we see that you want to work broadly with HR. As a person, we prefer that you have a communicative approach, can build trust and relationships, have a holistic view but the ability to dive deep when needed. The job can be quite variable, so planning on short notice is not uncommon. You also need to be comfortable with the fact that there are not always obvious solutions, and that the answer may initially be “it depends”.

You have a degree from a human resources program or equivalent from a university/college. We prefer that you have several years of experience in the field, preferably from the public sector.
