HR Generalist at Kumla Municipality

Do you want to work broadly with HR issues alongside an engaged and dedicated HR team? We are now looking for new colleagues!

The HR department is part of the municipal management administration. In the HR department, we are a total of 8 people – six HR generalists, one HR specialist who is also the team leader, and one HR manager. Some colleagues have worked a bit longer, and some have worked a bit shorter – together we make a good mix. We are now expanding with an HR position, so we will be 9 people in the HR department.

The HR generalists are organized into two teams led in daily work by a team leader. This organization has been new since the autumn of 2025. In connection with the new organization, we are reviewing our mission and HR offering to the operations. In each team, members are collectively responsible for supporting a number of operations.

RESPONSIBILITIES

A large part of our work is dedicated to operational HR support for first-line managers in everything from laws and agreements, salary formation, recruitment, work environment, rehabilitation and adaptation, restructuring, misconduct - everything that can happen during an employee's employment period. We also work with strategic HR initiatives within the organization aimed at ensuring competence supply. We constantly strive to create value in what we do.

As an HR generalist, you will work broadly with HR alongside your colleagues. You may also have a specialist area depending on your skills, interests, and experience. The specialist area can vary in size. Examples of some areas include salary formation, statistics/HR data, and competence supply. The HR specialist is overall responsible for work environment issues and leadership development matters. Areas we focus on include sick leave rates, process mapping of HR processes, and the digitalization of simpler HR processes and the use of AI.

We offer a broad and varied HR role where you will have the opportunity to work with operational HR support but also have the chance to work on overarching HR issues and opportunities for specialization. You will be part of an engaged team and department with experienced colleagues. Kumla Municipality as an organization works forward-looking, is of a manageable size, and thus comprehensible, which contributes to a greater sense of context and influence. You will have many points of contact with managers, employees, trade unions, and other partners. QUALIFICATIONS

To thrive in the role, we see that you want to work broadly with HR. As a person, we prefer that you have a communicative way, can build trust and relationships, have a holistic view but the ability to dive deep when needed. The job can be quite variable, so planning on short notice is not uncommon. You also need to be comfortable with the fact that there are not always obvious solutions, and the initial answer may be that it depends.

You have a degree from a human resources program or equivalent from a university/college. We prefer that you have several years of experience in the field, preferably from the public sector.
