Job Description

We are currently seeking an agile project manager/requirements leader for an exciting assignment in the public sector.

The role involves leading and coordinating the implementation of IT system development projects within given time and budget constraints. At the same time, you are responsible for structuring, refining, and clarifying requirements in close collaboration with the business, product owners, and development teams.

You combine overall project responsibility – planning, monitoring, risk management, and preparation of decision-making materials – with operational responsibility for requirements work. This includes facilitating workshops, breaking down needs, and ensuring a common understanding of what is to be delivered.

The project is driven iteratively with clear milestones and ongoing follow-up. Planning and requirements are gradually refined based on deliveries, feedback, and new information. Requirements are developed in a structured and uniform manner to support prioritization, governance, and execution.

The work is done in close collaboration with product owners, scrum masters, and development teams. The role does not involve micromanaging the teams' work, but rather focuses on coordination, transparency, and ensuring that the right things are done at the right time.

You are also responsible for preparing decision-making materials for project owners and steering groups, as well as following up on time, cost, quality, and delivery in accordance with the organization's governance model.

Mandatory Requirements

• At least 2 years of experience leading IT system development projects within given timeframes using agile principles for planning, monitoring, and governance.
• At least 2 years of experience and good knowledge of the system development process.
• Experience working independently with structured requirements gathering and requirements analysis in complex business environments.
• Familiarity with facilitating workshops and working with the business to identify, visualize, prioritize, and break down needs to a manageable level.
• Experience with iterative requirements management where requirements and solutions are gradually refined in close collaboration with product owners and development teams.
• Ability to break down needs into epics, features, and PBIs (Product Backlog Items)/user stories and ensure traceability between needs, priorities, and deliveries.
• Documented experience working according to agile methodology or equivalent certification.
• At least 1 year of experience working in Azure DevOps or equivalent tools.

Desirable Requirements

• Experience working in organizations with both agile teams and formal governance models (e.g., steering groups and budget processes).
• Experience from projects where quality and security have been central focus areas.
