The HR Office, on behalf of the Municipal Executive, is tasked with contributing to this by creating conditions for a sustainable working life, good leadership, and professional employer branding, as well as contributing to development that strengthens the organization's long-term quality, efficiency, and adaptability.

The position is located within the HR unit and has a municipality-wide mandate with many points of contact. You will be part of a team of approximately 15 HR colleagues and work closely with colleagues and functions throughout the municipality.

RESPONSIBILITIES

You will, in close collaboration with other functions and operations, contribute to developing Luleå Municipality's long-term ability to lead and implement its mission through the role of manager. The focus is on strengthening the structures, working methods, and contexts that create good conditions for leadership and leadership development within the organization. The role involves contributing to developing frameworks and support that enable managers to translate political decisions, goals, and directions into concrete development and results in operations. The work involves moving between different levels and perspectives simultaneously, where structures, learning initiatives, and development processes often need to be developed in parallel to create real effects in the organization.

The assignment encompasses five overarching areas of responsibility:

  • Together with operations, HR, and other strategic functions, develop structures and conditions that make management possible.
  • Contribute to developing and maintaining the municipality's structure for management and leadership development in collaboration with other roles and functions.
  • Together with other functions, contribute to ensuring that governance is translated into management and implementation through clearer frameworks, support, and working methods for management.
  • Strengthen the municipality's capacity for development and change.
  • Create coherence, prioritization, and direction in the municipality's work with governance, management, and development.

In this role, you will contribute with in-depth expertise in leadership, the organizational prerequisites for leadership, and the interplay between governance, management, and organization. The work is characterized by cross-functional collaboration and joint development processes where you, together with municipal management, departments, HR colleagues, and other strategic functions, contribute to developing common structures, working methods, and learning environments that strengthen management over time. The role involves coordinating, enabling, and developing together with others, focusing on creating direction and sustainability in the organization's leadership.

Through your work, you contribute to developing the organization's collective ability to create good conditions for leadership and development. The role strengthens a working method where HR, operations, and management together enable managers to have the right conditions to lead, employees to have good conditions to develop, and the municipality to be equipped for long-term sustainable development.

QUALIFICATIONS

We are looking for someone who has:

  • a university degree in human resources, organization/management, or behavioral science. Alternatively, you have other education combined with relevant work experience for the position.
  • experience in driving development work iteratively and user-centered in a complex organization.
  • experience in organizational development.
  • experience in designing and implementing learning initiatives in management and leadership development.
  • understanding of the connection between governance, organization, and management.
  • interest in the opportunities of digitalization to streamline and simplify for managers.
  • good knowledge of Swedish in both spoken and written form.

It is advantageous if you:

  • have experience facilitating/process-leading complex development processes.
  • are trained in Design Thinking and/or change management.
  • understand how a municipality functions - how decisions are made, how responsibilities are distributed, and how different parts of the organization affect each other.

To succeed in this role, you need to be structured and analytical and have the ability to drive complex assignments forward even when multiple perspectives need to be weighed together. You create participation and engagement through dialogue and collaboration, build trust, and find sustainable solutions together with others. Furthermore, you need to be curious and solution-oriented, see opportunities, and dare to try new working methods when necessary.
