Job Responsibilities
We are looking for an engaged planning leader for the Strategy and Tactics department, the Expansion Planning and Financing unit at the City Planning Administration.
With us, you will be part of developing the city of Gothenburg with a particular focus on overall expansion order, economy, financing, and prioritization of urban development.
The unit works with various issues related to coordinated urban development at a structural and overarching level. We work in the tactical phase with a main focus on the next 5 - 15 years while considering the strategically long-term perspective. We have a strong focus on issues related to feasibility, economy, and financing, while the whole-city perspective with the three sustainability dimensions of social, ecological, and economic sustainability permeates all activities.
As a planning leader in expansion planning and financing, you will play an important role in the city's work on prioritizing the really large urban development and investment initiatives at an early stage and at an overarching level. You will be part of a group of engaged and experienced colleagues who, in collaboration and based on their different competencies, develop proposals for prioritization and expansion order for these initiatives. You will primarily contribute with expertise in the economic perspective and take clear leadership and drive in issues related to prioritization and financing in the early stages.
Currently, work is underway to develop the “Prioritized Expansion Order in Gothenburg,” which is planned to be presented for political decision in spring 2026. You will participate in the work of developing and following up on the prioritized expansion order, and based on knowledge and analysis, you and your colleagues will support management by justifying proposals for prioritization and deprioritization of larger urban development and investment initiatives.
The position places a strong focus on the economic dimension and the connection to investment, financing, and revenue potential at an overarching level in the early stages of urban development. Analyzing and understanding how expansion affects the city's economy in the long term (both investment and operation) as well as the broader economic effects of slowing down certain initiatives are important parts of the work, as well as proposing possible revisions of previously made priorities based on changing conditions.
The position also includes an advisory and coordinating function between the urban development administrations and departments regarding investment planning in early stages and developing the work on how we as a city can increase the coordination of these issues early in urban development. The work should be conducted in close dialogue with the City Management Office.
To succeed in the position, you need to stay updated on what is happening in the world and have an understanding of how the general economic situation, legislation, and financial markets, among other things, affect urban development, and how the city's expansion planning needs to relate to this at a structural and overarching level.
Qualifications
We are looking for someone with an academic degree from a university or college in economics, urban planning, land surveying, public administration with an economic focus, or other equivalent education that the employer deems relevant.
You need to have at least 10 years of experience in relevant work for the position and several years of experience as a project manager or equivalent. To succeed in the role, you need to have a good knowledge and understanding of the urban development process. You should also have an interest and experience in economic issues related to urban development at an overarching level and be able to contribute to analysis and understanding of how expansion affects the city's economy in the short and long term. Experience in the public sector or having gained knowledge of how a municipal operation works is an advantage, as is experience from leading positions in planning and urban development.

You have a good holistic view and work with the city's best interests in focus. You understand the common mission, act accordingly, and contribute to the whole. Furthermore, you are structured and analytical, and have good coordinating abilities.
