Investigator with a Legal Background at IVO
Do you want to make a societal impact and contribute to safer healthcare and social services by developing state supervision and licensing processes? The Swedish Health and Social Care Inspectorate (IVO) is now seeking several investigators with a legal background for the licensing department, focusing on ownership and management assessments.
The department is currently in an exciting phase of expansion and change to effectively manage the new licensing requirement for dental care. The purpose of introducing licensing for private dental care is to increase control over healthcare providers. This contributes to enhanced patient safety by improving conditions to exclude unscrupulous actors.
About the Job
As an investigator, you will among other things:
- Process applications based on a risk-based approach focusing on ownership and management assessments of individual applicants.
- Provide legal support to the unit manager and other investigators in the preparation of cases. This means answering legal questions for the unit and reviewing decisions.
- Work with confidentiality assessments when requests are made to access public documents. You will also handle cases where decisions in licensing matters are appealed to administrative courts.
You will base your work on laws and regulations to make objective assessments. The licensing process should be characterized by clarity, credibility, integrity, efficiency, and good service, as well as being based on the state’s value foundation.
The position is a permanent employment with a six-month probationary period, located in Stockholm or Malmö. Travel may occur in the role.
Qualifications
We are looking for someone who has:
- Law degree (Jur.kand) or equivalent legal education.
- At least 3 years of relevant work experience in qualified investigative work within the area of ownership and management assessments.
- Experience in investigative work or as a lawyer within government agencies, courts, regions, municipalities, or other public entities.
- Very good knowledge of the Swedish language, both spoken and written.
To succeed in this role, you should be:
- Analytical, with the ability to interpret and apply laws in complex situations.
- Meticulous and ensure high legal quality in investigations and decisions.
- Structured, working methodically and managing multiple cases simultaneously.
- Communicative and able to articulate legal reasoning clearly both in writing and verbally.
- Skilled at collaborating and supporting colleagues.
We place great importance on your personal qualities and abilities.
It is considered an advantage if you also have:
- Experience in litigation.
- Experience in confidentiality assessments when disclosing public documents.
- Good knowledge of legislation in corporate or tax law.
- Knowledge of legislation within the PSL.
- Experience in efforts to combat welfare crimes.
- Experience in licensing assessments.
- Current experience working in a consultative and coordinating role.

Workplace Description
The department is responsible for processing applications for licenses for individual operations according to the Social Services Act (SoL), the Act on Support and Service for Certain Disabled Persons (LSS), certain licenses within the healthcare sector, and from January 2026 also licenses for dental care according to the Patient Safety Act (PSL).
IVO contributes to safe healthcare and social services. The mission of the Swedish Health and Social Care Inspectorate (IVO) is to contribute to healthcare and social services that are safe, of good quality, and conducted in accordance with laws and other regulations through supervision and licensing.
The authority is characterized by a strong commitment and a broad and deep knowledge and understanding of healthcare and social services in Sweden. The authority has about 800 employees. The supervision work is carried out at six regional departments across the country. The departments for licensing, analysis, planning and communication, and operational support are located in Stockholm, as is the director general's staff.
