Who are we?
The HR department belongs to the office of the municipal director and has the fundamental task of implementing the municipality's personnel policy. Based on the political vision, we work both strategically and operationally. The assignment also includes developing and ensuring the quality of HR processes and routines. Through consultative and operational support, we enable the organization to perform and develop the welfare assignment.
The department encompasses all of the municipality's central HR functions and consists of four units: the payroll unit, the HR unit, the negotiation unit, and the competence supply unit. We are now looking for two HR consultants with a generalist focus and broad experience in the HR field.
The positions are located in the HR unit, which is a wonderful and welcoming team with extensive experience and broad competence. We work consultatively and operationally with both tactical issues and cross-municipal development issues within group development, workplace environment issues, individual cases, work-oriented rehabilitation, healthy workplaces, and increased attendance.
We currently occupy bright and pleasant premises centrally located at Drottninggatan 26. In 2026, we will move into newly renovated office premises in Norrköping's beautiful Town Hall, which is close to the travel center, public transport, gyms, restaurants, and shops.
Your Responsibilities
As an HR consultant generalist, you will work in a broad role that touches on all HR areas and serves as a supportive, coaching, and guiding resource for the organization's managers.
Together with your colleagues, you will investigate the needs of the operations and develop and streamline methods, routines, processes, and tools related to the area. You will work with environmental monitoring and continuously update yourself on HR-related issues, proven methods, and legislative changes.
You will participate in manager meetings, conduct training, and actively drive HR issues together with the HR manager and other colleagues in the department. In your role, you will also staff the manager support “HR-direct”.
Furthermore, as an HR consultant generalist, you will be part of a team coordinated by the HR manager, providing operational HR support to one of Norrköping Municipality's offices. Within the team, there are colleagues from the HR unit, competence supply unit, and negotiation unit.
Norrköping Municipality has had a flexible working method for several years, allowing for remote work, which we offer in this position.
Who are you?
You have a university degree in HR, personnel, and working life or another university degree that the employer considers equivalent. Furthermore, you have several years of experience in managerial support and broad work within HR, e.g., as an HR generalist. It is advantageous if you have worked with HR in a larger organization, preferably municipal, and if you have knowledge or experience with analytical tools, e.g., related to statistics and employee surveys.
As a person, you are collaborative, actively participate in group processes, and have a desire to develop and support colleagues. You are open in your communication and share knowledge and information, while also being a good listener who considers others' opinions and perspectives.
In your interactions with managers, you work service-oriented and have the ability to collaborate, be attentive, and build good relationships and trust. In your own assignments, you have the ability to plan, structure, organize, and complete your work independently and together with others.
We are in a period of many changes, which emphasizes the importance of being flexible, curious, and able to adapt.
You can express yourself well in Swedish, both orally and in writing.
