The recent security policy developments place the work of the Swedish Civil Contingencies Agency in a historically significant context. The development of Sweden's civil defense and crisis preparedness is advancing at a rapid pace with the Agency as the central hub. The Department for Operational Planning and Management plays a crucial role in this development, and the department's work is strongly characterized by further developing methods to meet the demands posed by the changing environment.
Your responsibilities and tasks
As an analyst in the Situation Picture and Intelligence Unit, you are a generalist. You are responsible for monitoring developments within one or more areas of interest, but you must also be able to shift focus at short notice. Therefore, you need to quickly and systematically be able to tackle new areas of analysis while also being able to work focused on monitoring a specific event or theme over time. The unit is part of the agency's ongoing operational activities, and as an analyst, you are expected to contribute to this with analyses and assessments as needed.
You will work in a team where you collaborate and can take on different roles depending on the situation and event. This means that you will be able to function both as a cohesive force and as a contributor to various tasks within the group.
In your employment, you will also have the opportunity to contribute to the ongoing change work within the agency and department. It is therefore important that you enjoy working in an environment where working methods and products are continuously developed. Preparedness duty is included in the employment.
Your knowledge and competencies
We are looking for someone who has:

- Experience and ability to structure complex problems and make them understandable to others.
- Experience working focused under tight time constraints.

- Excellent skills in expressing yourself in speech and writing in both Swedish and English.
It is meritorious if you have:
- Training in intelligence methodology.
- Experience leading projects or workgroups.
- Worked with digital tools for collection, processing, and analysis.
- Experience in method or process development.
- Experience working with situation pictures in civil defense or crisis preparedness.
- A broad network within Swedish preparedness.
- Knowledge of NATO's civil preparedness work.
In all our work, both internally and externally, we must act based on the state value base. Like all employees and leaders with us, you are expected to act according to the agency's approach.
The approaches apply in everyday life, crises, and war. They should be seen as a whole and build on each other; collaborative – proactive - action-oriented.
It is also important that you have good problem-solving analytical skills and at the same time have the ability to see the whole and the bigger picture. We also expect you to have a high level of integrity.
About the employment
We offer you a permanent full-time position that begins with a probationary period.
Your place of employment will be Stockholm, and travel may occur in the position.
The majority of our positions involve placement in a security class. Usually, Swedish citizenship is required. When placed in a security class, a security review with a background check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are designated for military service.
About us
The unit's task is to conduct analyses during heightened risks and in the event of imminent or occurred incidents. The analyses should support operational decision-making for several target groups. The task includes continuously maintaining knowledge of the current stress and capability of the civil preparedness system and analyzing and assessing what national consequences and spillover effects societal disturbances may entail. Furthermore, the unit is responsible for producing national consolidated situation pictures and assisting in the development of the civil preparedness system. The unit is responsible for maintaining and developing the C2 function in the agency's operational management system and providing functional leaders.
