Job Responsibilities

Do you want to work as a controller in a socially important organization where legal expertise, contract management, and follow-up are at the center? We are now looking for an operational controller with a strong legal profile who wants to contribute to legal certainty, business acumen, and effective governance within municipal services.

As an operational controller, you have a strategic and operational role focusing on law, contracts, and follow-up. You provide qualified support to managers and operations on issues related to procurement, contract law, administrative law, and follow-up of external suppliers. The role combines legal analysis work with controller tasks where governance, follow-up, and operational development are central parts.

You collaborate closely with colleagues within the unit, other departments in Malmö city, and external actors such as suppliers and partners.

Your responsibilities include:

• Working as a legally knowledgeable controller focusing on contract law and municipal administrative law
• Participating in and supporting procurement processes, including the development and review of contract models and terms
• Being responsible for contract follow-up and ensuring compliance with contracts and procurement terms
• Supporting the organization in legal matters related to municipal services, transparency and confidentiality, and the application of relevant legislation
• Following up and analyzing external suppliers' performance from a legal, qualitative, and business perspective
• Participating in operational planning, follow-up, and development work from a governance and controller perspective
• Contributing to the development of work methods, routines, and internal controls related to contracts and procurement
• Assisting other operations within Municipal Services with procurement issues

Qualifications

We are looking for someone who has:

• A completed and awarded law degree
• At least three years of experience in qualified legal work within contract law
• Very good knowledge of transparency and confidentiality, municipal legislation, and relevant administrative law
• Experience in drafting, interpreting, and following up legally binding contracts
• Good ability to work closely with operations and translate legal matters into practical governance and follow-up
• Very good ability to express yourself verbally and in writing in Swedish
• Good system proficiency
• Experience in working systematically with follow-up and analysis

It is an advantage if you have experience in:

• Public procurement and procurement law (LOU)
• Contract follow-up against external suppliers
• Quality follow-up and supplier management
• Legal work within public operations
• Business law related to service contracts, especially in passenger transport or similar operations
• Controller work or operational management

As a person, you are analytical, structured, and confident in your legal expertise. You have good collaboration skills and identify as a team player, are pedagogical in your communication, and thrive in an advisory role where you are unpretentious in your demeanor. You have a businesslike approach, see the big picture, and actively contribute to the development and improvement of the organization.

About the workplace

The unit for service trips is part of Municipal Services, whose mission is to provide qualitative, sustainable, and effective services to Malmö's municipal administrations and residents. We offer equal service, high availability, and professional treatment. Municipal Services has over 600 employees across six different operational areas. These areas are: HR services; contact center; service trips; cleaning services; internal services; and the accounting unit. In service trips, we have a total of 75 employees divided into three sections: transport investigation, customer support, and special transport.

Service trips are responsible for the municipality's transport investigations and the execution of service trips, transport for the disabled, municipal trips, school trips, preschool and kindergarten trips, as well as business trips with personal vehicles and special vehicles.

Service trips aim to make travel more accessible for Malmö residents who cannot use public transportation. By traveling with us to participate in studies, work, and activities, our travelers have the opportunity for increased quality of life. Our goal is to create safe, secure, socially sustainable, and climate-smart journeys.

The Service Administration is divided into five departments and offers everything from transport services to IT and responding to citizens in Malmö city's contact center. We maintain streets, parks, green areas, and beaches, manage all of Malmö city's buildings, and ensure that our school students receive good and nutritious food. Together, we are a smart service partner to the city.
