Description

The County Administrative Board is the highest civilian total defense authority within Blekinge County and has a special responsibility for preparedness planning before and during heightened readiness.

The County Administrative Board is a central actor in the Swedish crisis preparedness system, and in the event of a major societal disruption, it is the County Administrative Board that coordinates the work in the county.

The Community Preparedness Unit works with society's crisis preparedness and civil defense from a broad perspective. We collaborate on preparedness, planning, training, and exercises with various actors in the county and plan for a civil defense. The unit is also responsible for the emergency officer (TiB).

The work involves internal and external contacts with municipalities, regions, military, other authorities, businesses, and voluntary organizations.

Responsibilities

• Participate in the development of the county's crisis preparedness and planning for civil defense
• Support municipalities, regions, and other actors in developing their work on crisis preparedness and civil defense
• Be involved in developing the County Administrative Board's own capabilities regarding crisis management and war organization
• Work with analysis and report preparation
• Independently/together with others lead both larger and smaller projects/exercises focusing on RSA / supply preparedness in food, drinking water, and energy supply
• Develop and follow up on processes and routines
• Quality assure materials
• Coordinate, prepare, implement, and follow up on the RSA process & supply analyses

Depending on your competence profile and the authority's needs, it may also be relevant to work with other tasks within the authority's assignments.

Qualifications

You should have a university degree in, for example, social sciences or political science, or another education that we as an employer assess as equivalent, such as officer training or police academy education.

The position involves travel both within and outside the county, therefore a B driver's license is required.

We expect you to have good knowledge of the Swedish crisis preparedness and total defense at local, regional, and national levels. If you have previously worked with total defense issues, security protection, as well as training and exercise activities, it is meritorious.

It is an advantage if you have experience in training, giving lectures, and collaborating with other actors, as this is a central part of the role. Much of the work is project-based, so we would like you to have previously worked in projects, preferably in a leading role.

You need to be analytical and skilled at expressing yourself in Swedish clearly and understandably, both in speech and writing. You work in a structured manner and are responsible in your assignment. You can drive your work forward independently but also enjoy collaborating.
