Job Responsibilities

We are looking for a Development Leader for our unit Collaboration with Civil Society.

We work to support civil society in the social sector in Gothenburg and to create conditions for collaboration between civil society and the City of Gothenburg. The unit has a city-wide mandate and is part of the department for Urban Area, Welfare, and Leisure, which works with preventive efforts regarding public health, urban planning, and local safety work. This year, the unit has received a clarified responsibility for coordinating the creation of conditions for the City of Gothenburg's collaboration with civil society. We are therefore facing a significant development task to take on this mission, in collaboration with the City’s other administrations and companies!

You will be part of a working group consisting of six development leaders. We support each other with our different competencies and experiences. We work both individually with great personal responsibility and collectively to provide good support and contribute to a successful collaboration between the City of Gothenburg and civil society.

As a Development Leader, you will work with colleagues to develop structures, processes, and methods to take on the coordination responsibility. Your primary focus in the role will be to promote and develop collaboration between the City and civil society. This may involve providing support to administrations and companies regarding various forms of collaboration, assisting in developing and process-leading collaborative initiatives between the City and civil society organizations, creating forums for dialogue, providing support in drafting agreements, and more. You will also assist civil society organizations in finding the right partner in the City to create conditions for collaboration in various ways. The work includes maintaining good awareness of issues concerning civil society and collaboration, and being able to translate knowledge into practical work.

As a Development Leader, you will also handle and follow up on applications for association grants to civil society organizations and write background material for decision-makers. Handling involves reviewing large amounts of information and comparing it with established rules for the grant. In the work, you need to understand and make assessments of both operations and finances. All handling work is done in close collaboration with colleagues where we help each other to make equivalent assessments.

Qualifications

We are looking for someone with a relevant higher education, for example in social sciences, social work, political science, public administration, or another education that the employer deems equivalent. You have a good understanding of the public sector and civil society organizations. This means that you understand the conditions in a politically governed organization and preferably have experience in creating understanding of the municipality's organization, mission, and its various operations. You also have good knowledge of civil society organizations and their role in society.

You have good experience working with development, coordination, or process-oriented assignments where collaboration between different actors has been a central part. It is particularly meritorious if you have worked in the borderland between public operations and civil society. You have good experience in using methods for dialogue and meetings in collaboration. We see it as an advantage if you also have experience in providing support to other operations regarding methods, structures, and forms of collaboration.

Given the unit's task of handling, following up, and controlling disbursed grants, it is advantageous if you have previous work experience in similar tasks and if you have a good understanding of financial reporting.

You express yourself very well in speech and writing and can adapt your communication and working methods for different target groups. You have analytical skills and can translate goals, missions, and environmental knowledge into practical development work. You also have the ability to see and consider the perspectives of civil society and the City's conditions in your work.

Since the assignment involves a lot of collaboration and close cooperation with colleagues, managers, and civil society organizations, it is important that you are skilled at collaborating, building, and maintaining relationships. You have a very good ability to see the big picture and a good ability to collaborate with others on overarching issues to drive development work forward and create added value. Being able to listen and find common solutions is central to the role.

You need to be flexible and goal-oriented. With a focus on the goal, you can reprioritize work when conditions or needs change. You enjoy challenges and have a desire to develop new structures for the assignment.

As a person, you are self-driven and take responsibility for moving your work forward, while also enjoying working with others and contributing to common goals. You are relationship-building, attentive, and have a professional approach, with the ability to set clear boundaries and make trade-offs in complex contexts. You work in a structured manner, have good prioritization skills, and feel comfortable switching between a supportive and a controlling role as well as between strategic and operational.
