Description of the Organization and Role

The Urban Planning Administration in Haninge plays a central role in the municipality's development – from roads, parks, and utilities to building permits, land surveying, and traffic issues.

The administration is in the midst of a comprehensive transformation and development effort where approximately 60 percent of operations are conducted through contracted agreements. This places high demands on structure, quality, and follow-up. We are now seeking a contract controller who wants to take a key role in this work. In this role, you will directly contribute to ensuring that the municipality's resources are used efficiently, legally, and sustainably – while also helping to shape the future of Haninge.

Your Mission

As a contract controller, you will:

• Monitor and manage the administration's contract portfolio – systematically and structured together with contract owners, both internally and with suppliers
• Analyze and report – monitor contract compliance, price deviations, and purchasing patterns, and identify new procurement needs
• Be an advisory expert – support the organization in contract-related issues and contribute specialist knowledge while continuously participating in various forms of contract meetings
• Develop work methods and processes – drive improvements in contract management, follow-up, and system support, for example through analytical tools
• Build relationships – create good collaboration with internal partners and external suppliers

Who Are You?

We are looking for someone with a genuine interest in purchasing, contracts, and business acumen, who thrives in a role where you can take responsibility, drive issues forward, and contribute with structure and analysis.

To succeed in this role, we see that you have:

• Relevant work experience as a contract controller, procurement officer, or in a similar role
• Documented experience in contract follow-up and contract management
• Good understanding of relevant legislation such as contract law and sales law, preferably also the Public Procurement Act (LOU)
• Strong analytical skills and good system proficiency
• Relevant education or academic degree in, for example, law, economics, purchasing, or equivalent
• Very good ability to express yourself verbally and in writing in Swedish

Personal qualities are highly valued in this recruitment. Experience from public sector work is an advantage.
