Lerum Municipality is known for its scenic locations with lakes and forests. The municipality has 3,200 employees and 43,000 residents but expects to grow significantly in the coming years. Lerum is only a 20-minute commute from Gothenburg and is currently undergoing a development-intensive period with many exciting projects underway, ranging from schools to housing. Recently, Dagens Samhälle awarded Lerum the title of winner in the category of metropolitan municipalities (2025) - an award based on a comprehensive comparison of 290 Swedish municipalities in areas such as education, healthcare, economy, culture and leisure, attractiveness, business, and future factors like digitalization and civil preparedness. The Authority Operations area is responsible for regulatory activities within social services. Within this area, there are seven units, one of which is the administrative unit. The responsibilities of the administrative unit include the reception of social services, handling of mail, orders, invoice management, fee processing, contract administration, preparing documents for the board, and other administrative tasks. It is a varied assignment where the unit is expected to be a competent administrative support with a high level of service.

The municipality is in the process of transitioning to the new social services law, and the administrative unit will play an important role in this work.

The unit consists of approximately nine employees who provide administrative support to the operational area. Employees take great responsibility and have recurring collaborations both within their own unit and with other units. Within the administrative unit, we support each other, and you are expected to assist with reception work when needed, invoice management, and share your knowledge.

An important part of the operational area's work is the management of contracts for the purchase of places, and we are now strengthening this work by introducing a specific assignment aimed at the purchase of places. Since the position is new, you are expected to design and adapt it based on the needs of the operation.

We are now looking for someone who, with knowledge and commitment, wants to help us ensure quality and develop the purchases of purchased places within Lerum's social services. It is also important that you recognize the significance of a professional and good atmosphere in the workplace and contribute to this.

Interviews will be conducted on an ongoing basis.

RESPONSIBILITIES

You will be responsible for reviewing and establishing contracts for the operational area's purchased places and ensuring that the associated documentation is quality assured. The assignment involves systematically following up and improving how the operation works with contract management and its economic effects. You will be responsible for developing and following up routines within your area of responsibility. You will function as support to the rest of the operation in these matters and educate others within the operational area. In your role, you will support contract negotiations and participate in supplier contacts when needed.

You will also be part of the Gothenburg Region's LINK network.

QUALIFICATIONS

We are looking for someone with post-secondary education in administration, economics, or law. You have previous experience in invoice management and administrative work within social services. Furthermore, you are fluent in Swedish, both spoken and written, and have the ability to understand legal texts. You need good knowledge of Excel and other Office packages, as well as experience working in Treserva.

It is advantageous if you have previous experience in contract management. We would like you to have knowledge of the Public Procurement Act and experience in contract formulation and interpretation. You should have knowledge of the laws regulating social services work, such as the Social Services Act (SoL), the Act on Support and Service for Certain Disabled Persons (LSS), the Health and Medical Services Act (HSL), the Public Access to Information and Secrecy Act (OSL), and other applicable laws.

The assignment places high demands on independence, and you are expected to drive the improvement work for quality-assured contract management. We are looking for someone who enjoys learning new things and finding out what is needed, who thrives on developing tools, methods, and working practices.

To thrive in the role, we see that you need to have a good ability to plan and structure your work and the ability to independently drive processes forward. You need to be able to identify and analyze the core of a problem and propose possible solutions.

Since a large part of the assignment consists of collaborating with others, you need to have good social skills and enjoy working together with your colleagues to perform tasks and achieve goals.

You will conduct training sessions and develop informational materials, so it is an advantage if you possess good pedagogical and communicative skills where you can share information and ideas, both verbally and in writing.

Since the position is new, you need to be able to handle that the position is under development. You also need to enjoy working independently, as there is no other equivalent position in the municipality.
