HR Partner for the Upper Secondary and Adult Education Administration
The Upper Secondary and Adult Education Administration has an overarching responsibility to ensure that all youth and young adults residing in the municipality have access to education in the municipality's own operations or in independent operations, which includes responsibility for the municipality's upper secondary schools, adapted upper secondary school, Elite Sports High School (NIU and RIG), and National Gymnasium for the Disabled (RH-gymnasium).
The Upper Secondary and Adult Education Administration is also responsible for Adult Education, which aims to provide students, learners, and participants with a foundation for further studies and/or professional activities as well as conditions for active employment or participation in society at large. The administration's activities also include Labor Market and Integration, which is tasked with providing employment-promoting measures and receiving certain newly arrived immigrants for settlement. We consist of approximately 1000 employees, of which over 50 are managers.

At the administration's office, about 30 employees work, consisting of management, finance, HR, and other important support functions that together work for the best and mission of the administration. The HR unit currently consists of an HR team of four engaged HR resources. We support and help each other in our daily work to make a difference for our managers across the entire HR area.
Your Responsibilities
As an HR partner, you will serve as a consultative support to the administration's operational managers, unit managers, and principals within the HR area. You will be responsible for operationally close HR support based on Umeå municipality's applicable guidelines, policies, and procedures to ensure a common employer policy.
You will work broadly within the HR area with a focus on current competency supply issues, salary and terms of employment issues. As an HR partner, you will also support managers in organizational and collaboration issues. Training and informing managers is part of the assignment, and you will also contribute as a representative of the administration in the development of current municipality-wide HR issues. Within the role of HR partner, there is an opportunity for personal responsibility, professional development, and collegial knowledge exchange.
About You
We are now looking for someone with a university degree in HR. You have experience in qualified and broad HR work where you have acted as HR support to managers. You have good knowledge of handling IT and various HR/personnel administrative systems. The position requires that you have good knowledge of the Swedish language both orally and in writing. It is an advantage if you have worked with collaboration, labor law, and salary formation issues. Experience from the public sector is also meritorious.
You are confident in your role as you will be a support to managers and others by virtue of your knowledge, integrity, and credibility. As a person, you are driven, responsible, and have a good ability to structure your work. Since the assignment involves close collaboration with colleagues within your own and other administrations, it is important that you enjoy collaborating, are communicative both verbally and in writing, and have the ability to create good relationships. Great emphasis is placed on personal suitability.
We would like you to have a B driver's license.
