Procurement Officer at the Swedish Council for Higher Education

We are now looking for a procurement officer for the finance unit within the Department for Operational Support. The unit consists of 12 people who work with accounting, controlling, and procurement. The finance unit is the agency's responsible function for all procurement. For procurements that we do not carry out ourselves, procurement consultants are hired. You will contribute to further strengthening the unit's procurement competence and become a central person in the procurement area.

The Department for Operational Support works with and manages agency-wide issues, processes, and regulations such as annual reports and budget documentation, internal regulations, and communication strategies. Furthermore, the department is responsible for agency-wide business development. The department supports the Director General and serves as the agency's support function in areas such as finance, purchasing and procurement, salaries, legal matters, communication, office services, registration, archives, switchboard, reception, and HR.

What you will do/be responsible for

In the role of UHR's procurement officer, you will work closely with managers and employees throughout UHR. You will lead and carry out procurements and orders together with purchasers in the organization and provide qualified support to the operations in purchasing and procurement issues.

Your responsibility is to develop UHR's purchasing process and to follow up on the agency's purchases through active contract management. You will manage and develop support and processes to facilitate purchases and improve knowledge of public procurement. The role also includes, if necessary, holding internal training sessions on the purchasing process and procurement-related issues. In a strategic purchasing effort, you will be responsible for linking purchases and governance to the organization's goals, the external environment, and the supplier market.

Other tasks may also occur.

Who you are

You have:

  • Relevant academic education with a focus on public procurement, preferably in law or economics, or a vocational education in procurement/purchasing or other education that UHR finds equivalent.
  • Several years of experience in procurement/purchasing within the public sector.
  • Very good knowledge of LOU (Public Procurement Act).
  • Good knowledge of Swedish in speech and writing.

It is meritorious if you have:

  • Experience working in TendSign or another procurement tool.
  • Experience in business development and conducting spend analyses.

To function well in the role of Procurement Officer, you need to:

  • have very good collaboration and communication skills.
  • be structured and meticulous in your work approach.
  • be attentive to the needs of the organization and have a solution-oriented approach.
