Job Description

A large public organization is in an expansive phase with significant investments to expand and modernize critical infrastructure related to the energy transition. The operations include the expansion of extensive network infrastructure and the establishment of new facilities.
The growth leads to an increased need for procurement of complex property-related services as well as indirect goods and services.

Responsibilities

• Independently lead and conduct procurements within property-related services (Facility Management).
• Independently lead and conduct procurements of indirect materials, such as communications, training, and similar services.
• If necessary, lead and conduct procurements in other categories such as IT or measures related to the core systems of the organization.

Areas of Responsibility

• Lead the work of developing procurement strategies.
• Plan and conduct market dialogues, such as RFIs.
• Be responsible for the preparation and design of tender documents.
• Design and lead processes for evaluating bids.
• Support, and if necessary lead, clients in developing requirements.
• Conduct the handover of the completed contract to the client and provide support during the contract period if needed.
• Ensure that the organization's internal processes and applicable procurement legislation are followed.
• Contribute to continuous business development within the procurement function.

Mandatory Requirements

• You must have at least 10 years of experience in strategic purchasing.
• You must have at least 7 years of experience leading procurements of services in the public sector according to LUF or LOU.
• You must have at least 2 years of experience leading procurements of property-related services (Facility Management).
• You must have at least 2 years of experience conducting and leading procurements according to negotiated procedures, including negotiations with bidders and suppliers.
• You must be fluent in Swedish and English, both spoken and written.

Desirable Requirements

• At least 2 years of experience conducting public procurement according to LUF.
• At least 3 years of experience developing, analyzing, and creating contract templates for services.
• Experience in conducting at least one security-protected procurement.
