Job Responsibilities

The role of the Head of Development and Governance involves working with the management team to develop the Exploateringsförvaltningen as part of the mission to create cohesive urban development.

The Development and Governance department will lead and drive the administration's strategic work and development initiatives within several governance and support processes. The department will ensure that there is a well-functioning organizational framework that supports the administration's core processes. An important part of the department's mission is to create good organizational conditions for the core operations to fulfill their fundamental tasks.

As the Head of Development and Governance, you will work on behalf of the Administrative Director and be part of the management team. You will lead and drive the administration's activities in strategic matters concerning development and governance through forward-looking leadership. In the management team, you will meet colleagues with high professionalism and a working method where challenges are met by collectively making the right analysis to achieve set goals. As the Head of Development and Governance, you will work with and lead five unit managers and directly subordinate employees to drive and develop the department's work in the following areas:

  • Case process, board and administrative administration
  • IT
  • Communication
  • Legal
  • And other strategic services including: development/process/quality leaders and administration controllers.

As the Head of Development and Governance, you have overall personnel and budget responsibility. You are responsible for strategic operational planning, budget and planning processes, as well as the development of the administration's common processes and management systems. You coordinate the work with the operational plan, drive development and governance issues, and are responsible for the administration's follow-up reporting to the board. The role also includes monitoring the external environment and feeding relevant analyses back to management.

Qualifications

We are looking for someone who is eager to drive the development of the administration's strategic and cross-functional work in development and governance. To thrive with us, you need to have a genuine interest in democracy and societal issues, as well as a good understanding of development and governance issues in a larger organization.

You have a relevant university degree at least at the bachelor's level and several years of experience as a manager with personnel and budget responsibility. Furthermore, you have experience in strategic change and development work, operational development, governance, planning, and follow-up. You have worked on developing organizations, implementing new processes and working methods, and you have also driven development in areas such as quality or process management in a leadership role. It is advantageous if you are used to leading managers and have experience working through others, where you delegate clearly and effectively. Experience working in a politically governed organization is also a plus.

You are confident in your role as a leader and accustomed to working in a management team, where you drive issues forward with trust and dialogue. You have good experience collaborating with trade unions and create trusting relationships both within and outside the administration. Through a communicative and attentive approach, you build engagement and networks around development and governance processes with the needs of the operations in focus.

Your leadership is characterized by attentiveness, courage, and humility. You have a holistic view, consider different perspectives, and act strategically and long-term. With a structured, goal- and result-oriented approach, you take the initiative for change and ensure a sustainable, anchored implementation that leads to concrete results.

Conditions

Before a potential interview, you need to present a passport/national ID/certificate of residence issued by the Swedish Tax Agency and possibly proof of residence permit if you have citizenship outside the EU/EEA. This is to ensure your identity and confirm that you have the right to work in Sweden. You may also be asked to provide proof of qualifications if this is a requirement for the position.
