THIS IS WHAT YOU WILL DO WITH US
As a lawyer in the Riksbank's payments department, you will work in collaboration with other colleagues on problem-solving and qualified legal work in the form of legal investigations, contract negotiations, and decision-making documents in the payment area. You will be the legal expert in close collaboration with the business. You will manage, develop, and apply the conditions for participation in the Riksbank's system for the settlement of large payments and instant payments (RIX) and work with participant applications and their use of RIX. You will work with legal issues related to settlement systems and issues of collateral in financial assets, credit law, property law, insolvency law, and resolution. You will interpret and apply international principles for financial infrastructures and prepare legal investigations, decision-making documents, and contracts. You also need to understand how changes in laws and regulations affect our operations.
The ECB and the Eurosystem have a family of settlement systems known as the TARGET systems; T2, T2S, and TIPS. Already today, the Riksbank uses the TIPS platform for, among other things, Swish payments. The Riksbank has also decided to transfer the parts of RIX that handle large payments to the Eurosystem's T2 and share their platform and has made a directional decision to move securities transactions to T2S. Parts of the work therefore involve international collaboration.
You are expected to assist colleagues with legal solutions to the business's needs, collaborate with lawyers and other experts, and lead and participate in various assignments and projects. Coaching junior colleagues is a given for you. The work requires effective collaboration with many different people, both internally and externally. Periodically, the work has tight deadlines and many involved, which you need to be comfortable with to thrive here. You will also work with issues related to administrative law, public access, and confidentiality.
YOUR TEAM
The lawyers in the payments department are gathered in the unit for payment analysis and innovation. The unit consists of about 20 employees with mixed competencies and is tasked with monitoring and analyzing the payment market and developing Riksbank policy in the payment area. The lawyers in the unit for payment analysis and innovation also support the Riksbank's cash supply operations and the bank's payment settlement system (RIX).
The department's lawyers work closely with the lawyers in the legal secretariat, who provide legal assessments on strategically and fundamentally important issues. The Riksbank as a whole has about 25 lawyers who meet regularly to discuss common issues across departmental boundaries. Here you can read more about the Riksbank's organization.
MORE ABOUT YOU
You are a skilled lawyer with a Swedish law degree (formerly a Bachelor of Laws) and at least five years of work experience in qualified legal work in the payment area and/or in banking and financial operations. Experience in legal work regarding registered settlement systems and/or clearing organizations and/or securities settlement is advantageous. Experience in insolvency law, contract law, and public access and confidentiality is also advantageous.
We prefer that you have experience in qualified legal work at a relevant authority, law firm, or within the central banking world. Court of Appeal or Administrative Court assessor and/or experience in legislative work at the Government Offices or the Parliament is advantageous.
As a person, you see the big picture, are constructive, and focus on solutions. You are receptive to different viewpoints and perspectives. You have experience collaborating with other competencies and delivering concrete results together. You need to be accustomed to and good at collaborating. You should also have experience delivering under time pressure and juggling many tasks.
You are structured, quality-conscious, analytical, and self-driven. Both your Swedish and English are very good in speech and writing. Great emphasis will be placed on personal qualities in the selection process.

The position may be placed in a security class, and a security review including background checks, security interviews, and special personal investigations will be conducted for the final candidate. For certain positions, Swedish citizenship is required.
