Do you want to use the law to strengthen the disability rights movement – both in daily association work and in the fight against systematic violations of rights? We are looking for a legal expert/ombudsman who wants to build and drive our legal work.

Funktionsrätt Uppsala kommun (the Swedish Public Employment Service refers to us as HCK Uppsala kommun elsewhere) is a collaborative body for disability rights and patient associations. Together we strive for full participation and equal living conditions for people with disabilities in Uppsala. We collaborate with the municipality and the region in various councils and working groups and conduct active advocacy work based on human rights and the UN Convention on the Rights of Persons with Disabilities (CRPD).

About the position

The main task of the position is to support and strengthen our member associations in their rights work – through advice, training, and practical tools – as well as to develop Funktionsrätt Uppsala's legal work at the systemic level.

This is a one-year, 50% project position, with the possibility of extension.

Your main responsibilities

  • Support member associations in contacts with Uppsala municipality, Region Uppsala, and other actors, e.g., within social services and education as well as transport services and anti-discrimination law.
  • Develop and conduct training and other knowledge-enhancing initiatives for associations and their members who lack legal expertise.
  • Develop templates, checklists, and guidelines that associations can use in their work.
  • Build and drive Funktionsrätt's legal work by collecting and analyzing cases, identifying systemic deficiencies, and preparing materials for consultation responses, dialogues, and advocacy work.

We are looking for someone who

  • Has a law degree or other relevant legal education, preferably with a focus on social law, administrative law, or human rights.
  • Has experience in legal advice or case management within welfare systems.
  • Can make complex legal issues understandable for different target groups, both orally and in writing.
  • Enjoys combining association-related support with analysis and strategic advocacy work.
  • Is self-driven and creative in their work and motivated to contribute to the organization's development.

Experience from civil society, preferably within disability rights or patient organizations, public administration, educational initiatives, and/or personal experience of disability or as a relative is an advantage. We place great emphasis on personal suitability.

We offer

  • A key role in building long-term legal support for the disability rights movement in Uppsala.
  • The opportunity to influence both individual situations and how the municipality and region shape their support and decisions.
  • A meaningful job in close collaboration with engaged member associations and colleagues at Funktionsrätt.
  • Flexible working hours and the possibility of some remote work by agreement.
  • Wellness allowance.

A collective agreement exists between Fremia and Unionen, covering non-profit associations.
