Development Manager – Insight to Action (Qulturum, Region Jönköping County)

We are seeking four development managers responsible for data transformation and data storage, analysis and visualization, leadership, monitoring and daily management, as well as information structure. Together, you will form a team that develops Region Jönköping County's ability to work in a data-driven manner – from information and data to analysis, decision-making, and continuous improvements.

The Role: Development Manager – Insight to Action

As a Development Manager for "Insight to Action," you will develop the entire organization's ability to translate data insights into decisions that create increased value and utility for the operations and citizens, from the strategic to the operational level.

You play a central role in developing a data-driven and knowledge-based leadership that strengthens quality, learning, and organizational development. You create the conditions for data and analysis to be used as a natural support for management, decision-making, and continuous improvements.

In your role, you develop working methods, methods, and forums for business monitoring, and support managers and employees in translating analysis results into improvement work. Furthermore, you coordinate the organization's needs for monitoring and decision support, develop indicators, reporting routines, and monitoring cycles, and collaborate with analysis functions and AI councils to strengthen organizational development and decision support through data and advanced analysis.

The role operates cross-functionally and strengthens the organization's data-driven leadership through collaboration, development, and clear functional leadership. You contribute to common working methods and strengthen the organization's ability to make well-founded decisions supported by data and analysis.

Qulturum is RJL's central and joint development unit tasked with supporting operations internally and externally at the local, national, and international levels. Qulturum is a well-known center with a long history and high reputation for developing working methods and new methods, as well as support in strategically important areas of improvement and leadership. Qulturum supports strategic organizational development within all of Region Jönköping County's operational areas.

Your Profile

We are looking for you who have an academic degree, for example as a logistics engineer or within information science, systems science, statistics, economics, leadership and organization, or another area that the employer considers relevant. Alternatively, you have other education and experience that is assessed as equivalent.

You have experience in logistics and supply chain development, as well as leading strategic development and change work in complex organizations. You also have good knowledge of data-driven leadership, organizational development, and management, as well as experience in business monitoring, analysis, or business intelligence. You are accustomed to translating data and analyses into decision support and have an understanding of data quality, information management, and data governance. Furthermore, you have good pedagogical and communicative skills and experience in leading development initiatives through collaboration and creating engagement for new working methods.

It is meritorious if you have experience in developing data-driven working methods and knowledge of how AI and advanced analysis can strengthen organizational development and decision support.

As a person, you are strategic, self-initiating, and structured with a holistic perspective. You build trusting relationships, create engagement, and collaborate effectively to drive development and achieve results.
