We are looking for an experienced HR consultant for a strategic development assignment within the public sector. You will play a central role in developing a more flexible job structure that strengthens internal mobility, competence development, and the organization's ability to use its resources efficiently.

About the position

At Perido, we are currently seeking an HR consultant for our client, a state-owned organization that provides administrative services to other public entities. The assignment aims to map and analyze the job structure to create a more flexible, sustainable, and business-adapted staffing model. You will be based at the office in Gävle, with the possibility of remote work by agreement.

Your responsibilities

As an HR consultant, you will conduct an analysis of the job structure and develop a method for future development. The goal is to strengthen the organization's flexibility and create better conditions for utilizing competence and resources where they add the most value. Your main areas of responsibility:

Target vision and structure

You are responsible for developing a concrete and implementable target vision that includes:

• Proposals for broader and more flexible roles
• Structure for level classification, e.g., junior, senior, and expert, along with clear development paths
• Principles for how tasks can be distributed within roles and how increased flexibility can be enabled without creating ambiguity in responsibilities and assignments

Regulations and legal security

You must ensure that the proposed model is compatible with:

• State regulations and relevant special legislation
• The principles of impartiality, objectivity, and equal treatment

Furthermore, you will describe:

• How internal mobility can be enabled in a legally secure manner
• How the principles of merit and skill can continue to be applied within the new structure

Implementation and change management

• Develop an implementation plan for the rollout, for example through a phased approach or pilot operations
• Identify risks, challenges, and potential resistance
• Define critical success factors for a successful implementation

Your deliverables:

• Current state analysis
• Target vision including structure, levels, and principles
• Examples of concrete job descriptions
• Implementation plan for rollout

Your personal qualities

To succeed in this role, you have strong analytical skills and experience in translating strategic HR issues into practical, business-oriented solutions. You are accustomed to navigating complex organizations and have the ability to build trust with managers, employees, and union representatives. With your knowledge of labor law, wage formation, and state operations, you can drive change in a structured and legally secure way. You work independently, are responsive to business needs, and have the ability to anchor and implement new ways of working.

• Experience with labor law and union collaboration

• Experience working with job structures in larger organizations
• Experience with implementation, not just analysis

Scope and start date

Full-time, consulting assignment for 4 months with the possibility of extension. Start date: 2026-09-01.
