Land and Development Engineer for Luleå Municipality
Do you want to work close to societal development and have an active role in shaping the future of Luleå? We are looking for a Land and Development Engineer who wants to become part of our Land and Development Office.
The Land and Development Office is part of the Municipal Executive Board Administration in Luleå Municipality and is located in central Luleå. The office consists of 16 employees, where about half work as Land and Development Engineers, and the others as project managers or administrators. Together, we are responsible for Luleå Municipality's land holdings and land supply. The assignment includes, among other things, the purchase and sale of land, land allocation, development agreements, leases, land use rights, land queues, and land expropriations. The office also represents the municipality as a landowner in development projects and is responsible for these from early ideas and investigations until the land is ready for construction and can be sold.
Luleå Municipality is in a period of strong development. The industrial transition and ongoing investments in business drive an increased need for land for new business areas, housing, and infrastructure. The municipality is therefore running several extensive and complex development projects while new projects are continuously planned and initiated.

WORK ASSIGNMENTS
As a Land and Development Engineer in Luleå Municipality, you will work with strategically important land and development issues related to societal development in the green industrial transition, new establishments, and the development of housing and infrastructure. You will become part of an experienced and competent team and will have close cooperation with colleagues, construction actors, business life, and other municipal operations, in a role where you will have the opportunity to help shape the municipality's long-term development.
The various competencies of the Land and Development Office are collectively responsible for all the office's areas of responsibility. Depending on your experience and knowledge, you will strengthen the office in one of the following areas:
- sale of both built and unbuilt properties
- lease and usage rights agreements in various forms
- preparation of land allocation agreements, purchase agreements, and development agreements
- secure land access and rights for municipal needs, for example regarding water and sewage pipelines
In development projects on municipal land, you participate throughout the entire process, from early investigations to the sale of finished, construction-ready land, and are responsible for development economics and property law issues. The role thus involves much contact and negotiation with various parties, both private individuals and companies. In the role, you are also expected to contribute with an innovative and solution-oriented approach by analyzing and handling complex issues.

QUALIFICATIONS
We are looking for you who have:
- relevant higher education or university degree in urban planning, surveying, or property law. Alternatively, you have other education combined with work experience assessed as relevant for the position
- good ability to express yourself in Swedish, both orally and in writing
- valid B driving license
It is meritorious if you have:
- experience from working with land and development issues, surveying, or property law
- experience of negotiation in connection with land and property issues
- knowledge of English in speech and writing
To thrive and succeed in the role, you must have the ability to handle complex issues and be good at planning, driving, and completing your work. You are confident in your professional role and have a communicative ability to present the municipality's interests in a clear, objective, and trustworthy manner. It is important that you have good cooperation skills and are solution-focused; that you have a clear customer perspective and that you can identify sustainable solutions where customer and societal benefit are in focus, regardless of whether the customer is a construction actor, developer, or another municipal operation.
