About the job
We are now looking for a person to work with coordination and development assignments within social sustainability, with a focus on human rights. Within the area of human rights, several assignments are gathered that contribute to national goals in the area. The role involves working in collaboration with other assignments within social sustainability, and you will work in a team close to two colleagues who are responsible for other assignments within the area of human rights. This position initially means that you will contribute to the implementation of our assignments within human rights and racism (with a focus on the rights of national minorities and indigenous peoples), support for the state's reconciliation process with Tornedalians, Kvens, and Lantalaiset, as well as state grants for personal ombudsmen.
The duties include, among other things:
- Maintain ongoing dialogue with municipalities, organizations of national minorities, and other actors in the county.
- Have a good overview of the situation in the county regarding human rights and the conditions for implementing the rights of national minorities, e.g., through minority legislation and the reconciliation process for Tornedalians, Kvens, and Lantalaiset.
- Manage state grants to municipalities that operate activities with personal ombudsmen.
- Plan, implement, and follow up on knowledge-raising initiatives and forums for dialogue and experience exchange, both internally at the County Administrative Board and externally in the county.
- Monitor the external environment, investigate, produce, and follow up on various materials within the area.
- Participate in ongoing tasks such as responding to consultations, communicating the unit's work in various forums, participating in networks and working groups, and contributing to the general development work of the unit and the authority.
- Continuously work with follow-up of budget and results, as well as reporting on assignments.
- Contribute to the implementation of other assignments within the area of human rights and social sustainability.
The position involves some travel within the county and to other parts of the country.
The work is constantly developing, and the assignments within social sustainability and human rights change over time. Therefore, you need to be able to handle changes. This also gives you the opportunity to develop and both broaden and deepen your competence with us.
About you
We are looking for you who have:
- an academic degree in social sciences, behavioral sciences, law, or other education relevant to the position that we assess as equivalent,
- relevant work experience with societal issues at a strategic level, such as coordinating larger assignments or driving development processes both independently and in collaboration with others,
- knowledge of social sustainability and related areas, e.g., public health, integration, gender equality, human rights.
- good ability to communicate in Swedish (verbally and in writing) as well as to use administrative systems and digital tools.
- knowledge of the county and the regional conditions within social sustainability
The position requires that you as a person can work independently, take initiative, and have a good ability to plan, structure, and drive your work forward.
At the same time, it is important that you have an easy time collaborating with others and building good relationships, both with colleagues and external actors. Furthermore, you have a holistic view, are analytical, and have a good ability to drive processes forward to completion.
It is meritorious if you have:
- knowledge of how public administration works
- knowledge of the rights of national minorities and indigenous peoples, truth commissions, and reconciliation processes
- knowledge of disability rights and disability policy,
- experience of working methods and approaches to promote participation and equality, e.g., rights-based approach and gender mainstreaming.
- experience of arranging and leading smaller and larger meetings, training sessions, and conferences, both physical and digital, as well as experience of lecturing and training others,
- knowledge of process management, communication, planning, follow-up, impact measurement of societal initiatives

We use a six-month probationary period.
If you are called for an interview, you may be asked to complete a work test.
