About the Department

The Procurement Department consists of 9 people who support and carry out procurements in accordance with the Public Procurement Act (LOU) for the entire Municipality of Trollhättan, including municipal-owned companies. In total, the city purchases goods and services worth approximately 1.3 billion SEK per year.

Responsibilities

You will independently lead and execute procurement processes. The work covers the entire procurement lifecycle, from market analysis and drafting tender documents to contracts and associated contract management.

The role of procurer also involves a project management role where you lead and are responsible for several procurements simultaneously.

Procurements may involve both services and goods. The current focus of this position includes IT procurements, social services, certain transport services, etc.

The work involves extensive collaboration with other parts of the organization as well as other municipalities. Therefore, it is important that you are collaborative, diplomatic, and development-oriented.

We have high demands on your ability to be goal-oriented and loyal to established goals. We expect you to be passionate about conducting good business and to act professionally and commercially.

Qualifications

We consider it an advantage if you have professional experience from both the private sector and/or the public sector. Experience as a project manager and education in the Public Procurement Act are meritorious. You should have a suitable post-secondary education, e.g., in economics or law, or other education that the employer considers equivalent.

We place great emphasis on personal skills and assume that you are:

• Independent, outgoing, and driven
• Detail-oriented and analytical
• Didactic and express yourself well in Swedish, both orally and in writing
• Good at collaborating and building trust

Experience working with electronic procurement systems is seen as a merit. If you have worked as a public procurer in recent years, this is a big plus.

An interest in conducting good business and environmental issues is seen as an advantage, as these are essential prerequisites for the position.
