ABOUT THE JOB

Do you want to play a central role in the democratic process and contribute to creating structure, quality, and legal security in the municipality's decision-making? We are now looking for a Municipal Secretary for the Municipal Executive Office.

As a Municipal Secretary, you have a key role in the municipality's political steering and case management. You are responsible for planning, coordinating, and ensuring the quality of the process from when a case is initiated until a decision is made and followed up.

In this role, you act as secretary for the Municipal Council, the Municipal Executive Board, and its committees, as well as for the municipality's foundations and the parent company Lycksele Stadshus AB. You are responsible for the entire meeting process – from planning and invitations to minutes, dispatch, and follow-up of decisions. You also serve as the committee registrar, which involves registering documents in the municipality's case register. Through your work, you ensure that the political decision-making process is carried out efficiently, legally secure, and in accordance with current legislation.

You provide qualified support to elected officials, the Municipal Manager, and managers in matters concerning case management, meeting administration, and municipal law. You contribute guidance and support in both practical and formal matters and work towards uniform and high-quality handling of the municipality's decision-making cases.

The assignment also includes coordinating and developing the municipality's committee administration. You also have overall responsibility for the municipality's information management and archiving.

Together with relevant operations, you work to create efficient working methods, develop digital processes, and strengthen the quality of municipal case management.

YOUR PROFILE

We are looking for you who have a university degree in public administration, political science, law, or other education and experience that the employer considers equivalent. It is an advantage if you have experience working as a municipal secretary, committee secretary, or other qualified administrative function within the public sector.

For the assignment, you must have good knowledge of the legislation governing public operations, especially the Local Government Act, the Administrative Procedure Act, and the Public Access to Information and Secrecy Act. You also need to have good digital competence and experience working in administrative systems and case management systems.

To succeed in the role, you need to be structured, meticulous, and have a strong focus on quality. You have the ability to plan, prioritize, and drive multiple processes in parallel, even when the work is characterized by time-critical moments and recurring deadlines.

You have very good ability to express yourself in speech and writing and can translate complex information into clear and well-formulated materials. You are analytical, have good judgment, and can quickly familiarize yourself with new issues and contexts.

As a person, you are service-oriented, unpretentious, and collaborative. You build trusting relationships and are confident in contact with both elected officials and civil servants. You have integrity and can act professionally in situations where different interests meet.
