Do you want to work in a strategic and socially important role where you contribute to strengthening the quality of social services and combating welfare crime? Uppsala Municipality is now looking for an engaged strategist for the Strategic Support Unit, where you will have a central position in procurement, contract follow-up, and investigations.

Uppsala Municipality is seeking a strategist to work with procurement, contract follow-up, deviations, and combating welfare crime within the Social Services Administration. On the Strategic Support Unit within the Social Services Administration, you will have a central role in this important work! The Strategic Support Unit is responsible for a range of interesting and complex assignments. This includes strategic support to the Social Committee, the Administrative Director, and department heads within the administration in all of the Committee's political areas of responsibility.

The unit is responsible, among other things, for:

  • Preparing decision materials for the Committee and the administration's management group.
  • Conducting procurements.
  • Drafting contract proposals, contract follow-ups, and evaluations.
  • Competence development for the administration.

Description of duties

As a strategist with us, you will work with both strategic development work and operational case management in a politically governed organization, where you are given good opportunities to influence and contribute to the development of the operations. In the role, you are responsible for participating in and driving procurements, working with framework agreements, and following up on entered contracts. The follow-ups are carried out, among other things, through business visits, analyses, and reporting, where you examine, for example, quality, staffing, and compliance with contracts.

You will also work with following up and investigating deviations and handling reports of irregularities. The assignment includes preparing decision materials, writing reports, and conducting investigations that are presented to the Social Committee and the management group. Furthermore, you are expected to collaborate with other authorities and organizations as a natural part of the work. The role can develop over time, which means that additional duties may be added.

Qualifications

We are looking for you who have a university education in, for example, political science, social work, or social sciences. The position requires experience in procurement work. Very good knowledge of Swedish, both in speech and writing, is a prerequisite for the position. It is meritorious if you have experience working with welfare crime or similar tasks within public administration or related areas. It is also an advantage if you have worked with contract follow-up and have experience conducting investigations.

In your role, you communicate clearly, well-formulated, and engaged in both individual meetings and before both small and large groups, with the ability to adapt your message to the situation and target group. In your work, you see the whole and take into account the broader perspective. You understand your role, but look to the best interest of the entire operation in action and decision-making. You plan, organize, and prioritize the work in an efficient manner. You set and keep timeframes.

Uppsala Municipality applies individual and differentiated salary setting according to the current collective agreement.
